Responsibilities

PRIMARY PURPOSE

Provides senior leadership in the delivery of integrated financial services in the areas of corporate finance, financial planning and analysis, capital asset management, government funding, treasury, capital fund-raising, market investments, Compass operations, and all related controls, compliance, risk mitigation, and reporting.

KEY ACCOUNTABILITIES

  • Participates as a member of the TransLink Corporate Leadership and Corporate Executive teams, providing input to development of strategies and plans in support of corporate goals, and providing advice and expertise related to all areas of accountability.
  • Collaborates with the CFO in translating the division’s enterprise-wide financial strategies into short and long-term strategic plans and objectives for the delivery of integrated financial services. Approves and monitors targets & measures for the achievement of goals in all reporting areas.
  • Provides senior leadership to the corporate finance function through the reporting Director Corporate Finance, ensuring an integrated, enterprise-wide approach to all areas of accounting, taxation, financial systems, and revenue programs.
  • Provides senior leadership to the financial planning and analysis function through the reporting Director Financial Planning & Analysis, ensuring an integrated, enterprise-wide approach to all areas of strategic financial planning and analysis, including management of capital assets, government funding, and all related financial modelling, cash flow analysis, and reporting.
  • Provides senior leadership to the treasury function through the reporting Treasury Manager, ensuring an integrated, enterprise-wide approach. Provides strategic leadership to development of investor relationships, raising capital project funds, investing in the market, and maximizing financial returns.
  • Provides senior leadership to Compass operations through the reporting Director Compass Operations, including major contract oversight, relationship and reporting; operation solutions, and all card programs, services and related financial accountability and reporting.
  • Provides financial expertise and advice to the Audit & Finance Committee of the Board and joint board/mayor committees, particularly as it pertains to capital funding. Participates as a member of capital project steering committees, engaging with representatives of the Province, municipalities, and Partnership BC on the assessment of major capital projects.
  • Carries out day-to-day liaison and advisory role to TransLink leaders and the finance leaders in the operating subsidiaries on financial planning activities, and implementation of enterprise-wide financial practices and procedures, ensuring standardization, clear understanding and appropriate internal controls.
  • Represents the Division in the development of positive and productive relationships with external contacts such as government representatives and auditors.
  • Ensures readiness of reporting areas to identify and mitigate critical risks and to leverage emerging opportunities, alerting the CFO and recommending action that may impact achievement of divisional strategies.
  • Positions reporting areas for operational efficiency and effectiveness through implementation of innovative practices, processes and systems, and ensures compliance with accounting principles and standards and all relevant legislation, acts and regulations.
  • Provides direction, coaching, development and performance management for reporting functional leaders, and oversees the areas’ practices, ensuring adherence to best practice in people management.
Qualifications

Education & Experience:
The requirements for this job are typically acquired through a degree in finance, plus achievement of a financial designation and 10 - 15 years of progressively responsible experience in senior financial leadership, or an equivalent combination of education and experience.

Other Requirements:
  • Expert knowledge of the theories, concepts, practices and methods of finance and all related disciplines, including capital asset management, capital fund-raising, government funding, market investment and investor relations
  • Advanced knowledge of corporate finance service functions, Advanced strategic planning skills, with ability to also establish effective targets and measures, and monitor achievement of results in reporting areas
  • Advanced leadership skills with ability to direct, coach, develop and manage performance of reporting leaders, and to influence others in leadership roles across the TransLink enterprise
  • Advanced interpersonal, communication and consensus building skills, with ability to address sensitive challenges both inside and outside of the organization
  • Advanced problem-solving and decision-making skills, with ability to diagnose and make recommendations on critical issues
  • Alignment to TransLink’s Executive Competencies
