As part of the Safety Health and Occupational Wellness team the incumbent is responsible for the effective claims management of all City of Winnipeg workers compensation claims and for coordinating the organization and analysis of all information available and necessary to establish the credibility of a Worker’s Compensation Board of Manitoba claim. When it is determined that a claim may not be valid, the incumbent is responsible for challenging invalid claims and initiating appeals in writing to the various appeal bodies of the WCB with final redress at The Appeal Commission. The incumbent is also responsible for all financial accounting relative to WCB claims, staff supervision, overall claims management and acts as a resource to all City personnel concerning to WCB issues.

As the Workers Compensation Coordinator you will:
Work with the Workers Compensation Board (WCB) adjudicator to expedite the adjudication process at the WCB. Liaise with the departmental Health Resource Specialists with respect to employee’s functional restrictions and/or limitations and accommodation needs and will act as a resource/support in the accommodation process.
Participate in departmental case management meetings and will review all claims to ensure compliance with The Workers Compensation Act, legislation and internal administrative standards.
Initiate appeals of claims and/or decisions. Conducts research in preparation for appeals, and prepares written appeals of adjudication decisions.
Review and interpret medical reports as required.
Liaise with the City of Winnipeg Legal Services Department and Labour Relations Branch to ensure consistency amongst the collective bargaining agreements relative to workers compensation.
Advise and assist departments with respect to the interpretation and administration of The Workers Compensation Act and the City’s Administrative Standards, policies, and protocols as they relate to the WCB program at the City.
Provide education and training to City employees.
Provide supervision and direction for the WCB clerical team.
Maintain awareness of and stay current with trends in the field of compensation and disability management.
Investigate and follow up on suspect claims.
Represent the City at meetings and hearings before the WCB Appeal Commission, as well as at meetings involving various Workers Compensation personnel.
Represent the City with external stakeholders relative to workers compensation.
Ensure that adequate statistical and financial data are developed and maintained, including the preparation of regular statistical and financial reports of accidents, type of injuries, circumstances, appeals, to ensure corrective measures may be taken and control programs initiated.

Your education and qualifications include:
University degree in Business, Commerce, Public Administration, the Social Sciences field or related field, or an equivalent designation.
A minimum of seven years of prior experience in the field of Workers Compensation combined with at least one year of supervisory/management experience in this field.
Progressive experience working in disability case management including reviewing and interpreting medical documentation.
Extensive knowledge of workers compensation legislation and relevant policies/procedures and their appropriate application, regulatory requirements, penalties, and other relevant information.
Experience preparing and defending case decisions in a quasi-judicial setting such as arbitration, tribunal, or board.
Highly developed communication skills with the ability to respond quickly to difficult questions with an organized, clear, concise and persuasive response.
Political acumen and highly developed interpersonal skills with the ability to communicate with individuals at all levels within an organization, the Workers Compensation Board, and Legal Community with tact and diplomacy.
Ability to negotiate, influence, and persuade in order to impact decisions, solve problems and build consensus.
Experience with, and proficiency using, a variety of computer applications; specifically Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint) along with an aptitude for learning new software applications.
Excellent presentation skills, communication skills (both verbal and written), and demonstrated analytical and problem solving skills.
Effective decision making abilities
Ability to conduct research and provide recommendations on applicable subject matter in addition.
Strong organizational skills; ability to adapt to unforeseen changes in schedule and interruptions, establish priorities and meet deadlines with tight timelines.

Conditions of employment:
A level 3 Winnipeg Police Security Clearance satisfactory to the employer will be required from the successful applicant at their own expense.
