Manager, Facilities, Maintenance & Operations
Salary: $99,849 to $137,014 per year

Qualifications:
- Relevant post-secondary education in facilities management, engineering, construction, or a related field
- Equivalent combination of education and experience will be considered
- Valid Class 5 driver’s license
- Clean vulnerable sector criminal record check
Assets:
- Professional designation or certification (e.g., FMP, PMP, CET, trade certification)
- Experience in post-secondary, public sector, or multi-site operations
- Experience with sustainability or energy management initiatives
- Power Engineer Class 4
Nature and Scope of Work:
Reporting to the Senior Director, Facilities & Ancillary Services, this position is responsible for the day-to-day management, planning, and performance of facilities operations across Northern Lakes College. This includes maintenance, grounds, capital projects, contracted services, and regulatory compliance. The role provides leadership to facilities staff and contractors while supporting strategic planning, infrastructure renewal, and sustainable operations aligned with the College’s long-term objectives.
Duties and Responsibilities:
Facilities Operations & Maintenance
- Oversee maintenance and repair of all College facilities, systems, and equipment
- Lead preventative maintenance programs and maintain facility condition data (VFA database)
- Administer maintenance systems (CMMS/, BMS) including planning, tracking, and troubleshooting
- Ensure compliance with Safety Codes Act, OH&S legislation, and applicable regulations
- Monitor utilities consumption and implement efficiency improvements
Capital Projects & Contract Management
- Support planning and delivery of renovation and construction projects
- Act as College liaison with architects, engineers, contractors, and trades
- Assist with procurement processes, including tenders, vendor selection, and contract oversight
- Manage delegated maintenance projects as needed.
- Monitor contractor performance and resolve service delivery issues
- Contribute to infrastructure planning submissions (e.g., BLIMS) and long-term capital plans
Grounds & Campus Operations
- Oversee grounds maintenance including snow removal, parking areas, and landscaping
- Ensure safe, functional, and accessible campus environments
- Coordinate event setups and facilities support across departments
Leadership & People Management
- Provide leadership and supervision to maintenance staff, trades, grounds crews, and administrative support
- Set priorities, schedule work, and monitor team performance
- Support a collaborative, safe, and respectful work environment
- Address service issues, complaints, and conflict resolution across stakeholders
- Apply collective agreement provisions as required
Administrative Oversight & Systems
- Oversee work order systems, reporting, and documentation
- Supervise administrative processes including purchasing, invoicing, fleet coordination, and records management
- Ensure accurate facility documentation (e.g., drawings, asset records)
- Ensure all reporting is completed and submitted on time.
Budgeting, Planning, and Resource Management
- Assist in Developing and managing the operating and capital budgets, including (CMR) Capital Maintenance and Renewal budget
- Monitor expenditures and ensure cost-effective use of resources
- Oversee procurement and allocation of materials, services, and fleet assets
- Contribute to multi-year capital planning and facility lifecycle strategies
- Assist in the Development and managing of the operating and capital budgets for the department’s future needs.
- Assist in managing the college Fleet vehicles
- Assist with the development, implementation, and maintenance of a five (5) year capital infrastructure replacement plan
- Review and implement policies and procedures for long-term departmental improvement
Stakeholder Relations & Governance
- Maintain effective relationships with internal departments, leadership, and external partners
- Liaise with government agencies, municipalities, and regulatory bodies
- Represent Facilities & Ancillary Services on committees and at College functions
- Provide backup support to senior leadership as required
