Reporting to the Manager Budgets and Reporting, this position is responsible for financial analysis, budget, systems, and cash management work performed in the Finance Department. An incumbent undertakes financial and economic analysis of such matters as capital debt structure, five year expenditure and revenue projections, costing of Union contract proposals, benefit loading, and cost impacts of new or reduced municipal programs and services; prepares a variety of financial reports, statements, and year end and period end working papers; assists in preparation of Annual, operating and capital budgets; assists in consolidating same and analyzes related expenditures; identifies, investigates, reports on and rectifies budget variances, prepares supporting information for presentation of budget and financial information to senior management; liaises with Information Technology staff regarding limitations and capabilities of computer systems as related to accounting and budgeting procedures; recommends changes and assists in the development and implementation of modifications to budget and accounting systems and procedures; assists in the development of new systems to provide budget information and control; participates in planning, scheduling, and testing microcomputer systems related to the work; coordinates installation of network equipment, develops and documents procedures for implementation and conversion or transfer of data; instructs or assists in instructing staff in the use of specific computer software; performs a variety of special or non-recurring accounting tasks as assigned and prepares statements and supporting documentation for senior management; prepares capital debt payment schedules; performs outstanding debt analysis. Performs related work as required.
Qualifications include completion of the Chartered Professional Accountant (CPA) designation, plus considerable related financial analysis experience, or an equivalent combination of education, training, and experience. An incumbent will have thorough knowledge of the cash management principles, practices and procedures, and considerable knowledge of computer capabilities and analysis applicable to financial and related systems. The ability to analyze, prepare, and present a variety of financial and statistical reports and data; establish priorities, plan and organize work to meet established objectives, goals, and statutory deadlines; and analyze financial and related system designs and specifications to identify potential control deficiencies and to recommend modifications as required. The Financial Analyst will have the ability to exercise sound independent judgement in resolving financial and budgeting problems and analyzing operations. Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to communicate effectively both orally and in writing.
