Trans-Northern Pipelines Inc. (TNPI) operates regulated pipelines to safely transport the refined petroleum products (gasoline, diesel, aviation, and heating fuel) used by Canadian businesses and consumers every day. These pipelines connect refineries in Edmonton to Calgary, including the Calgary International Airport; and refineries in Nanticoke, Ont., and Montreal to the Greater Toronto Area (GTA), with lateral pipelines to Ottawa as well as to Pearson International Airport and Pierre-Elliot Trudeau International Airport. POSITION SUMMARY

Reporting to the Manager, Process Engineering, the Engineer, Process is responsible for base business and project support related to both pipeline and facility support. This position provides support by developing and maintaining engineering standards, specifications, procedures and related records, promoting continual improvement through participation with industry groups and lessons learned.

The Engineer, Process delivers completed scope on time, on budget, within a prescribed scope, and to a high quality of work. The engineer may be a technical subject matter expert and is responsible for a wide variety of technical support functions within the TNPI, including pipeline operations, pipeline equipment and process control.

OEMS

This job is accountable for ensuring that all aspects of work comply with safe work practices, all applicable codes, standards, regulatory requirements and TNPI’s Operational Excellence Management System (OEMS).

KEY RESPONSIBILITIES

Base Business Support

Applies process and project engineering principles to resolve pipeline operation problems and improve performance with focus on safe and reliable operations
Resolves emergencies in a timely manner with critical thinking and decision making
Budgets, forecasts, designs, coordinates, schedules, tracks and completes assigned scope and projects for new or modified pipeline facilities and pipeline maintenance; as dictated by the need to satisfy throughput requirements, deal with customer concerns and maintain the integrity of the pipeline system
Assists operational disciplines such as field services and product movement in annual reviews, changes requiring engineering involvement and operation and maintenance troubleshooting utilizing management of change processes and procedures
May act as field focal. Field focal is intended to be the first point of contact for field and operational personnel where engineering support is required in response to incidents, maintenance, information requests, development of improvement opportunities, work execution strategies and planning, or any situation requiring assistance and technical capability
Predicts the requirement for projects, budget and forecast for future necessity
Prepares/revises engineering specifications and standards as required ensuring compliance with applicable codes, regulations and industry best practices
Supports continuous improvement in OEMS areas and improvement of corresponding Key Performance Indicators
Determines the need for outside resources to support study and project activity and to engage same if deemed necessary
Creates and monitors projects within the company enterprise resource (ER) management solution, maintains project documentations, updates manuals and drawings, and coordinates management of change as required by the scope of the project
Ensures that multiple stakeholders on a scope of work/project are informed of the proposed activities and all necessary approvals and/or permits are obtained prior to proceeding with the work
Maintains process engineering related documents. Ensures all affected process engineering drawings or documents are updated with as-built or revisions.
Performs incident investigations and stewards corrective actions as assigned
Supports capital projects by providing feedback from process engineering and operational perspective ensuring compliance with applicable codes, regulations, company policies and standards as well as industry best practices

Risk Assessments and Management

Performs risk assessments for all proposed temporary and/or permanent changes to or deviances from normal operating procedures and practices related to base business support
Compile, analyze, assess and present solutions as part of a risk assessment
Preparation of studies to determine the optimum solution for resolving pipeline concerns. Principally this involves cost estimating, hydraulic optimization, operation controls, drawing preparation, ensuring compliance with all applicable regulations, codes and standards
Identify and assess risks based on all inputs such as HIDs, Incidents, Near Misses, operational concerns or observed issues as pro-active as practical.
Prioritize changes/issues based on risks

Strategic Department Planning

Assist in the preparation of company annual capital and expense budgets and long-range plans

Stakeholder reports and notifications

Provides assistance in preparation and/or presentation of regulatory correspondences to the CER (Canada Energy Regulator) or AER (Alberta Energy Regulator)

Preparation of compliance reports for regulatory bodies, principally the CER, AER, TSB, MOE and MEQ

Employee Development and Coaching

Provides training to others as deemed necessary to meet company needs and support a working environment that strives to meet and exceed company objectives whilst continually improving
Maintains familiarity with technological developments and determine applicability to the pipeline system
Provides mentorship to junior engineers and EITs

EDUCATION AND EXPERIENCE

Minimum Bachelor of Engineering (B.Eng.) or Applied Science. Preferred Master of Engineering (M.Eng.) or Master of Science (M.Sc or M.A.Sc) in Mechanical, and Chemical.

OTHER QUALIFICATIONS

Minimum Class “G” Driver’s license, along with a reliable personal vehicle with insurance per Company Policy

TECHNICAL SKILLS

Minimum MS Office, Hydraulic behavior understanding, ICS (Industrial Control System) knowledge, Operations support exposure, CSA Z662 knowledge, Risk assessment techniques, and Operation and Maintenance.

Preferred AutoCAD, Project Management Experience, Technical knowledge around pipeline codes and regulations such as CSA, ASME, NFPA, CER onshore regulation, AER, Hydraulic analysis software (AFT, SPS) experience, Technical knowledge around pipeline equipment design such as pumps, control valves and metering manifolds, SCAT and 5-why method experience, and Pipeline operations and maintenance.

TRANSFERABLE SKILLS

Understanding and demonstration of Journey to Zero principles and Standards
Broad based analytical, problem solving and trouble-shooting capability and decision making
Fluency in English language
Strong written and verbal communication and interpersonal/team skills
Must be a team player with a track record of effective implementation within a multi-discipline team environment
Effective Non-Authoritative Leadership (NAL) skills
Self-starter –able to initiate, recommend and gain support for implementation of solutions and improvements
Demonstrated ability to effectively network to seek out and implement best practices and technology
Ability to coordinate & work with a sustained effort to meet deadlines and understand impact if not attained
Ability to manage time & resources to address numerous issues & work processes simultaneously
Ability to anticipate potential problems & opportunities
Ability to identify and implement “fit for purpose” solutions in a small company
Preferred ability to get the point across in a multi-disciplinary environment and ability to interpret complicated issues and simplifying them for the purpose of resolution

YEARS OF POSITION RELATED EXPERIENCE

Minimum 2-5 years of work related experience. Preferred 5-10 years.
