Procurement Services under the AVP Strategy, Enterprise and Commercial) is currently seeking a Full-time Regular Procurement Specialist.
Reporting to the Manager, Procurement Services, the Procurement Specialist supports sourcing and contracting activities across the University's diverse business units, including support for research and scientific initiatives. The role contributes to the identification of cost-effective procurement solutions through application of total cost management principles and supports continuous improvement opportunities with suppliers and internal stakeholders. Key accountabilities include supporting supplier selection processes, contract negotiations, purchase order issuance, and ongoing contract administration. The Procurement Specialist may participate in working groups or committees and performs related duties as required.
Summary of Key Responsibilities (job functions include but are not limited to):

Review purchase requests and determine the appropriate procurement methodology to ensure the effective and compliant use of University resources.

Prepare and issue purchase requisitions, purchase orders, and competitive bid documents using systems such as PeopleSoft and other procurement tools.

Develop solicitation documents and obtain competitive quotations in accordance with University policies, applicable legislation, and trade agreement requirements.

Review and analyze bids, quotations, and tenders in collaboration with internal clients, supporting evaluation processes and facilitating consensus on award recommendations.

Develop and administer contracts, ensuring alignment with University standards and procurement requirements.

Ensure all procurement documentation is complete, accurate, and maintained to support audit, accountability, and compliance requirements.

Coordinate and resolve purchase order, invoicing, and supplier-related discrepancies in collaboration with clients and suppliers.

Support the expediting of purchase orders to meet delivery timelines and operational requirements.

Collaborate with Distribution Services to resolve shipment and transportation discrepancies.

Solicit pricing and product information for a range of goods and services to support informed procurement decisions.

Act as a resource to internal clients by providing guidance on procurement processes and responding to supply management inquiries.

Promote effective collaboration and communication between Supply Chain Management and client departments.

Support supplier engagement activities, including participating in supplier discussions to improve service levels or identify new sources of supply.

Identify opportunities for process and system improvements and recommend enhancements to increase efficiency and service delivery.
Qualifications / Requirements:

University or post-secondary education in a relevant field such as Business, Operations Management, Supply Chain Management or a related discipline.

Professional designation (e.g., SCMP) is considered an asset. An equivalent combination of education and directly related experience may be considered.

Strong knowledge of procurement practices, policies, and processes, including competitive sourcing and contract administration within a regulated or public sector environment is considered an asset.

Demonstrated negotiation skills and sound judgment, with the ability to identify practical, value-driven solutions and resolve procurement-related challenges effectively.

Well-developed interpersonal and customer service skills, with the ability to build relationships and collaborate with a diverse range of stakeholders.

Effective organizational and time management skills, with the ability to prioritize competing tasks and manage workload in a high-volume environment.

High level of attention to detail and accuracy, particularly in the preparation and review of procurement documentation and contracts.

Ability to work both independently and collaboratively, contributing to team objectives while managing assigned procurements with minimal supervision.

Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint, with the ability to prepare clear documentation and analyze information.

Experience working within an ERP-based procurement system, such as PeopleSoft Financials, is considered an asset.

Strong analytical, problem solving, and critical thinking skills, with the ability to assess procurement requirements, identify risks, and support effective sourcing and contracting decisions for procurements of low to moderate complexity.

Well-developed written and verbal communication skills, including the ability to clearly articulate procurement requirements, processes, and outcomes to a range of stakeholders.

Strong interpersonal and collaboration skills, with the ability to work effectively with cross-functional teams and build positive working relationships.

Solid systems literacy, including experience working within ERP-based procure-to-pay environments.

Proficient Microsoft Office skills, including Excel, Word, and SharePoint.

Demonstrated ability to work effectively in a team-based, service-oriented environment while managing multiple priorities and deadlines.
