Program Coordinator

A team member who is responsible for the organization and facilitation of the programs and services offered at the Tupper Street Family Resource Centre. This position is supervised by the Executive Director of the Tupper Street Family Resource Centre.


Education and Experience:

  • Early Childhood Education Level 2 or equivalent education with related experience*
  • Experience planning and delivering preschool programs and making presentations to adults**
  • Experience working with diverse cultural backgrounds, (including First Nations and Metis people)**
  • Experience working in a community based setting**
  • Knowledge of child protection issues relating to identifying and reporting in accordance with the Child & Family Services Act*

Skills and Abilities:

  • Strong written and verbal communication skills*
  • Basic knowledge of Microsoft Office**
  • Ability to work independently and as a team**
  • Ability to follow direction and make decisions within the parameters of the job**
  • Ability to work flexibly in a high stress environment, adapting to the needs of the group∕individual**
  • Ability to deal with a crisis situation in an appropriate manner**
  • Non-judgemental and accepting attitude**
  • Strong level of self awareness**
  • Knowledge of the resources available in Portage la Prairie and the surrounding area**
  • Strong organizational, planning, and time management skills**
  • Demonstrated belief in the value of community involvement and development*

Additional Requirements:

  • Valid Manitoba class 5 drivers license*
  • Access to a safe vehicle**
  • Work 37.5 hours per week and may include some evenings and weekends**
  • Satisfactory Criminal Record Check and Child Abuse Registry Check**
  • Basic computer and administration skills*

Duties and Responsibilities

Support to Individuals and Families:

  • To provide support to families/individuals through in person support, group programing, community support, or phone support*
  • To educate/re-educate parents on matters of developmental needs of children, positive parenting, budgeting, healthy nutrition, healthy choices, healthy relationships etc.**
  • To model appropriate interactions with children**
  • To advocate on behalf of families when appropriate, acting as a liaison between the family and the larger community network**
  • To refer families to appropriate resources within the community, when appropriate assist client in accessing resource and follow up to ensure needs were met**
  • To encourage healthy family functioning and positive change while empowering families to build on their existing strengths and resources and act as their own advocates*

Group Facilitation:

  • To plan, organize, and facilitate/co-facilitate 6-8 week parenting groups on site and within the community*
  • To plan, organize, and facilitate/co-facilitate parent child play groups, nutrition groups, drop ins, and special events**
  • To assist parents in building an informal support network with other parents in groups*

Program Planning and Management:

  • Oversee the coordination and delivery of programs and services*
  • Development of new programs and services in consultation, with team members, in response to participant and community need**
  • Monitor and evaluate program outputs, process, and outcomes through detailed documentation**
  • Keep up to date statistics on each program offered through the fiscal year**
  • Complete program evaluations for each program with program participants in March, June and December**
  • To protect the rights of confidentiality and privacy in all matters affecting or involving individuals and families who access TSFRC**
  • To report all suspected child abuse or child protection concerns to the Executive Director of TSFRC and to the Designated Intake Agency (Child & Family Services of Central Manitoba) or the RCMP*

Human Resource Management:

  • Assist the Executive Director in the recruitment, hiring, supervision, mentoring, leadership, training of staff members and volunteers*
  • When Executive Director is not present, plan and facilitate weekly team meetings and ensure staff and volunteers adhere to the Centre’s existing policies and procedures*

Community Development:

  • Represent the Centre on the Portage and Area FASD Coalition*
  • Maintain professional conduct in the community and at the Centre at all times*

Administrative Duties:

  • To participate in regular team meetings*
  • To participate in performance appraisals as required**
  • To participate in staff development opportunities as needed**
  • To complete and submit stat sheet, time sheets, and expense sheets to the Executive Director in a timely manner*

Other Duties May Include:

  • To maintain pregnancy/STI prevention materials in all washrooms*
  • To maintain resource area, researching, and developing new resources as needed**
  • Assisting the Executive Director in administrative duties**
  • Performs other duties as assigned, consistent with this job description and approved by Centre policies, procedures, and Executive Director*
