Background

The Innovation and eHealth branch of the Department of Health is responsible for overall alignment and integration of innovative eHealth and Digital Health services to achieve optimal health system performance. Digital Heatlh solutions focus on quality care for all citizens of New Brunswick and promote clinical value in the delivery of eHealth solutions to clinicians and administrators within the health system. The vision is to create clinical value and improve access to care by providing standardized, up to date and relevant health information.

Access to Personal Health Record (MyHealthNB)

New Brunswick has recently launched a Proof of Concept to support a provincial Digital ID, as part of this initiative it was decided that providing a citizen (Diabetic Patients) access to their lab information would be the first health application launched by New Brunswick. The proof of concept is coming to a close and it is critical to mobilize key resources to support the requirements of a pre-production pilot that will consist of all Laboratory Information, Medication Profile(s), and Diagnostic Imaging Reports. In parallel, Canada Health Infoway (Infoway) is planning for a national ACCESS Gateway (Gateway) as part of the ACCESS Health initiative (ACCESS). ACCESS is an ambitious initiative creating framework for a trusted national ecosystem that will help to connect Canadian citizens with their health information and the digital health services available to them in their respective jurisdictions. The Department of Health has partnered with Infoway on this endeavor and will be working closely with them over the course of this engagement.

eMental Health

The Mental Health and Addictions (MH/A) branch works closely with the Regional Health Authorities in the operational delivery of programs and services. It is extremely important the Innovation and eHealth branch support MH/A throughout the eMental Health opportunity. The project team will help capture specific program information and how this programing will support and align with the concept of scaling out current jurisdictional solutions in partnership with Canada Health Infoway.

PrescribeIT™

Canada Health Infoway is working with Health Canada, the provinces and territories, and industry stakeholders to develop, operate and maintain the national e-prescribing service known as PrescribeIT™. PrescribeIT™ will serve all Canadians, pharmacies and prescribers and provide safer and more effective medication management by enabling prescribers to transmit a prescription electronically between a prescriber’s electronic medical record (EMR) and the pharmacy management system (PMS) of a patient’s pharmacy of choice. PrescribeIT™ will protect Canadians’ personal health information from being sold or used for commercial activities. The Department of Health has endorsed this initiative and is working with Infoway to plan for integration with the Drug Information System (eHealthNB). While this initiative is endorsed it is only being supported by the Department at the program level to date, the proponent may have to work with the department in preparation of a work breakdown structure and staffing requirements to support any subsequent initiatives related to the Drug information System and PrescribeIT™.

These initiatives will combine concepts of agile development, anytime/anywhere solutioning, secure information sharing and empowering citizens to access their health information or services and solutions that support the delivery of eMental Health services. This project will build on innovative methods that will improve our ability to quickly provide GNB’s citizens access to their information when they want it or appropriate services and solutions when they need it.

These initiatives support the Department of Health Strategy, as well as the objectives of the Digital New Brunswick Strategy as it relates to enabling citizen access to health information in the most efficient and effective manner using digital health solutions and services.

Services Sought

The work and services required of the contractor shall be to support the activities of, but not limited to, Access Atlantic initiatives. Access Atlantic initiatives consist of the following:

  • MyHealthNB – Citizen access to personal health records
  • eMental Health – Digital services that support continuity of care for Mental Health and Addictions clients
  • PrescribeIT Integration to eHealthNB

Other assignments in line with the above may be required as needed. The resource will be responsible for all aspects of Project Management as per the Department’s Portfolio Management Office.

Qualifications/Experience:

DOH is seeking a resource with the following mandatory qualifications/experience:

Mandatory Requirements and Experience

A University degree in Computer Science, Health Sciences, Business Administration or similar disciplines is preferred by an equivalent of education and experience may be considered

A minimum of 12 years IM/IT experience

Must have 8 years of demonstrated capability of managing a matrix team of specialists, analysts and programmers through Project Management experience.

Desired Qualifications (Desirable Skills and Attributes):

Demonstrated experience with projects in the eHealth space;

Demonstrated experience in interviewing large diversified groups of Subject Matter Experts and producing common goals;

Demonstrated experience in project activities from initiation to close out. (i.e. scope, schedule, resource and cost management);

Experience in specific project execution activities, including issue/risk management, change control, implementation and transition;

Superior communication skills and demonstrated experience with communication, and implementation plans including presentations to both internal and external stakeholders at all levels of the organization;

Experience and demonstrated capability of managing a matrix team of specialists in designing programs, and deploying solutions to support eHealth and Digital Health initiatives to broad stakeholders;

Experience with Microsoft Office including Word, Visio, Excel, MS Project and PowerPoint;

Recognized Project Management certification is considered an asset. For example, PMP designation by PMI

Written and spoken competency in English is required; Bilingual (English and French) capabilities will be considered an asset.

Reporting Structure

The employee will report to the Director of Innovation and eHealth who will provide leadership/supervision regarding overall duties and work assignments.

Duration/Effort

The successful candidate will be required commencing on April 29th, 2019 until April 30, 2021.

DH reserves the right to truncate the engagement, as needed.

DH may extend the engagement by 25% if it deems necessary.

Work Location and Travel

Office space with current technology and access to necessary information will be provided in HSBC Place, Fredericton, NB for the duration of the engagement. If the proposed resource is based outside of Fredericton, it is the vendor’s responsibility to pay for the employee’s travel time and costs to and from their place of business (or home) to Fredericton.

Travel within the province may be required.

Deliverables

The Project Manager’s responsibilities include:

· Project scope, schedule and cost management using project management methodologies and procedures from project initiation to close-out;

· Development of business cases from time to time;

· Strategic and tactical implementations plans as it relates to the initiative(s);

· Project timelines, resource planning and monitoring;

· Budget planning and monitoring;

· Communication planning, coordinating and implementation;

· Issue and risk management to address areas of concern, changes in scope, and budget overruns etc.;

· Team management; including external and internal resources;

· Management of Project Execution activities (Change Control, Issue/Risk Management, Project Team Coordination, Implementation and Transition); and

· Preparation and presentation of project status reports to management, Steering Committee etc.;

· Presentations to external stakeholders, special interest groups, etc.

· Working closely with the business owners and stakeholders of the various lines of business to ensure alignment and coordination.

The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training prior to commencing the assignment

Job Type: Contract

Salary: $60.00 to $75.00 /hour
