MINIMUM FORMAL EDUCATION/TRAINING:
- Bachelor of Laws or Juris Doctor degree (please note: this position requires the candidate to produce a verification of degree(s), credential(s) or equivalencies from accredited institutions and/or international equivalents at the time of interview) is required.
- A member of the Law Society of Manitoba in good standing, with an unblemished disciplinary record is required.
- Entitled to practice law in Manitoba (i.e. no articling period or qualification still required by the candidate) required.
EXPERIENCE:
- Four years’ experience in the practice of Law at a Canadian Bar including but not limited to a record of solicitors work, competence in reconciliation in business and arts communities and/or appearing before related Boards/Tribunals/Manitoba Courts or work in other legal clinics required.
- Some experience working in a student-facing clinical environment required.
- Previous clinical work in the access to justice sector and significant interest or meaningful experience in business, commercial, intellectual property, arts and culture law work, broadly, would be an asset.
- An acceptable equivalent combination of education and experience may be considered.

Supervision of Client Services
- Supervising the casework, public education work, and law reform initiatives for which they are responsible, in accordance with the Law Society of Manitoba’s regulatory framework. Such supervision shall include:
- reviewing, developing and overseeing public legal education workshops, applications for service, as relevant and appropriate –taking into consideration the relevant policies;
- reviewing and approving summary advice inquiries;
- meeting with relevant workers and students when files are opened;
- ensuring that all files are opened, closed, and transferred as needed;
- ensuring that volunteer students are prepared and supervised for all appearances before a board, court or tribunal (if any);
- reviewing and approving all outgoing correspondence, submissions and pleadings (if any);
- providing formal supervision to volunteers and volunteer students;
- recruiting volunteer lawyers to supervise students;
- regularly reviewing;
- providing ongoing case management direction and advice files as required; and
- receiving and responding to inquiries and complaints from clients and applicants.
- This work will take place principally at the UMSU-Faculty of Law Student Legal Clinic (UMSU-Law Clinic).
- Topics of coverage may vary from time to time and include Landlord/Tenant Issues, Employment/Labour, Student Appeals, Immigration and other areas depending on need, expertise and availability of labour.
Caseload and Education Management
- Meeting with the Director of Clinics, the relevant members of Faculty, including other clinic supervisors, and, where required, the Manitoba Bar, to review the form and level of supervision being provided on files and ensure that the supervision is being provided consistently throughout the clinics to provide a high calibre of service to clients.
- Monitoring and adjusting the workloads of volunteers and student volunteers including during student vacations, examination periods and clinic closure periods.
- Maintaining robust referral archive for advice outside of the Clinics services.
Public Legal Workshops and Cognate Work
- Supervising public legal education, law reform, and community development work for UMSU student members and overseeing the planning, implementation, and evaluation of this work and ensuring that the legal content of the work is accurate and appropriate.
- Assisting in the supervision of intake volunteers, including training and monitoring of telephone and e-inquiries, applications, statutory declarations and referrals, and, where necessary, handling difficult telephone callers and difficult visitors in the clinic.
- Connecting community with relevant regional, national and internationally relevant legal information.
- In general, participating in the overall supervision of the clinics’ work by:
- arranging for adequate supervision during vacations or other absences from the office;
- supervising and monitoring the professional development and ethical conduct of students;
- assisting the Director of Clincs in discharging supervision responsibilities where appropriate;
- liaising with the law school assets in developing and deploying workshops for members; and
- in conjunction with the Director of Clincs, periodically reviewing established clinic procedures in the clinic to identify and implement possible improvements to the operations of the clinic.
- Working with the Law Society to determine the best regulatory practice of clinical deployment
- Participating in the ongoing clinical education and training of student and other volunteers, in relation to clinic matters including professional conduct, and clinics procedures and protocol, so as to ensure that the student members of clinics have the requisite knowledge and skills to meet obligations to clients in a fully professional manner. This includes:
- preparing and reviewing all training materials to ensure that their legal content is adequate and current;
- preparing and presenting clinical training sessions whether through volunteers, for credit clinical placements, service learning, employment or other contexts; and
- notarizing and commissioning documents as may be required within the ambit of the services provided by clinics.
- Pursuing appropriate professional development to maintain and enhance Clinical Counsel’s legal knowledge, and community competence skills including:
- attending professional development seminars and conferences when appropriate;
- maintaining a current library and precedents in subject areas relevant to the supervisory responsibilities; and,
- assuming direct carriage of files from time to time for which the Clinical Counsel is responsible
- Maintaining a professional, courteous manner with co-workers and students.
- Acting as a liaison between clinics and other community, arts and culture communities and student legal aid clinics, community organizations, media, the Law Society, the legal profession and Robson Hall School, in collaboration with the Clinic Director and other supervising directors, as may be necessary.
- Managing administrative to be used for clinic expenses and writing and applying for grants annually as may be appropriate.
- Other duties as assigned.
