Sr. Planner, Transportation Analytics - FTT (9 months)

Provide specialized and senior level of expertise and leadership in analyzing transportation statistics, identifying and quantifying emerging trends and relationships between system variables using an analytical and evidence-based approach, establishing empirical methodologies and tools to quantitatively analyze and estimate transportation performances, and developing analytically rigorous forecasts to support planning and decision-making.


Contributes advanced transportation analytics expertise to the development and appraisal of projects, programs, strategies, plans and tactics.

Develops confidential transportation forecasts and scenarios for use by senior management in transportation planning and strategic business decisions; develops key inputs for the preparation of base plans, supplemental plans, annual plans, and long range strategic plans.

Manages complex analytical projects, providing technical expertise and leadership to the project. Performs all aspects of project management from concept to implementation, and leads project teams in the fulfillment of project deliverables.

Develops and applies advanced transportation analytical methods, techniques and models in support of designated project deliverables, ensuring compliance with prevailing standards, policies and procedures.

Provides senior technical expertise to enterprise projects and committees and other analytical and planning professionals, while also providing leadership to designated projects. Presents and defends technical findings to internal and external audiences, including TransLink Executives, Commissioner, auditors and a variety of partner agencies and stakeholders.

Establishes and maintains working relationships with management and counterparts in business units across the enterprise, as well as external stakeholders, in order to provide expertise and advice and to understand and communicate research and analytical requirements.

Collaborates with external stakeholders, industry peers, and government officials, and participates actively in an expert role on industry advisory and technical committees.


Education and Experience:
The competencies for this job are acquired through completion of a Master’s Degree in planning, economics, engineering, mathematics or related discipline with strong emphasis on big data analytics, quantitative research, forecasting and other transportation analytics methods and application, plus four (4) years’ experience in similar roles within agencies specializing in planning, transportation, economics, or data analytics.

Other Requirements:
Advanced knowledge of the concepts, principles, standards, practices and methods of quantitative transportation research and analytics

Advanced knowledge of analytical methods to evaluate the costs and benefits of transportation policies, strategy and projects including expertise in alternative analysis, multiple account evaluation and benefit-cost analysis

Advanced knowledge of forecasting theory and transportation model development and application including but not limited to regression and time-series econometric models

Advanced knowledge of the transportation industry as it pertains to best practices in transportation research, analytics, modeling, forecasting, and other quantitative analysis

Solid problem solving and decision making skills to select and establish appropriate processes and standards for the functional area along with conflict resolution skills

Advanced analytical and interpretation skills to derive meaning and develop recommendations based on analytical findings

Solid project management skills, including attention to detail and good understanding of quality control methods

Solid written and verbal communication skills as well as interpersonal skills to manage internal and external relationships, deliver presentations, and lead report writing activities

Working knowledge of computerized packages such as R, Python, SQL, STATA, SPSS, Excel and Tableau to provide analytical insights and visualization

Other Information

Reporting to the Manager, System Analytics, this position will require strong skills in data and analytics to analyze, monitor and forecast trends for the region’s transit network.

System Analytics is a multi-disciplinary team with backgrounds in planning, economics, resource management, transportation engineering, and mathematics. Our team members are curious and creative, actively engaging in research and discussions to bring innovation into our work. We tackle challenging analytical questions on the fly and develop programmatic tools to provide business insights efficiency and effectively. We do this by gathering, organizing, contextualizing, linking, and visualizing data to maximize insights then communicate these findings to decision-makers.

We are looking for an individual who can take on innovative problem solving, develop rigorous methods for analytical inquiries, has strategic and collaborative approach to thinking about regional, multi-modal transportation and land use issues, measuring policy impacts, and is resourceful with time and data to meet project or business needs. You be working with TransLink’s Compass data. You need to know your way around a database, like programming in Python or R and your SQL queries need to follow best practices. You aren’t afraid of dealing with imperfect data and your data intuition tells you what is important and when estimates are appropriate.

Current and planned projects in System Analytics include creating a prototype for a passenger SkyTrain train load tool, developing new customer behaviour analytics, contributing to the maintenance and development of useful analytical tools, and providing day-to-day analysis to help improve transportation in the region.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. 37.5 hours per week.

Grade: 05

Salary starting at $74,733 per annum
