About the Opportunity
The Manager, Family Programs and Services supports the implementation and day-to-day operations of Métis family and early years programming across the province. Reporting to the Senior Manager, the Manager is responsible for coordinating program delivery, supporting staff, and ensuring services are delivered in a culturally grounded, consistent, and effective manner that aligns with MNBC’s vision, strategic priorities, and Métis values.
The Manager provides direct oversight to program staff, assists with planning and monitoring program activities, and contributes to continuous improvement efforts by tracking outcomes and supporting data collection. The role works collaboratively with internal teams, Métis Chartered Communities, and service partners to ensure responsive and high-quality service delivery. Additionally, the Manager supports relationship-building and may represent the organization in community engagements and meetings as required.
Duties & Responsibilities
- Supports the implementation of departmental plans for family and early years programs, ensuring activities align with MNBC’s strategic priorities and ministry objectives.
- Coordinates and monitors program activities and service delivery, tracking key outcomes and supporting data collection to ensure programs are effective, efficient, and aligned with evidence-based practices.
- Provides input and feedback to the Senior Manager to support planning, evaluation, and continuous improvement of programs and services.
- Supports program staff, including assigning work, providing guidance, and fostering a collaborative, culturally respectful team environment.
- Assists in the development and implementation of program improvements and operational plans to enhance service delivery and client outcomes.
- Supports the planning and delivery of programs and initiatives designed to serve Métis families and early years participants, in collaboration with internal teams and leadership.
- Monitors program quality through regular review of activities, supporting audits and evaluations, and ensuring established standards and accountability measures are met.
- Implements program policies, procedures, and operational guidelines, and supports the coordination of program activities, initiatives, and events to ensure timely and effective delivery.
- Builds and maintains positive working relationships with Métis Chartered Communities, service providers, and partners; supports referrals and participates in community meetings and events as required.
- Collaborates with internal departments and external partners to support coordinated service delivery and alignment of resources for Métis families.
- Participates in committees and project teams as required.
- Undertakes related duties as assigned, consistent with the job grade of the position.
- Other duties may be assigned as needed to ensure the efficient operation of MNBC.
- Regular/ occasional attendance at meetings/ events that may require work and travel outside of normal business hours.
Community Relations
- Builds and maintains effective working relationships with citizens, Métis Chartered Communities, community partners, service providers, and key stakeholders to support coordinated service delivery and information sharing.
- Applies cultural knowledge and community insights to support program delivery, ensuring services are respectful, responsive, and aligned with Métis values.
- Supports community engagement and awareness activities, including contributing to promotional materials, communications, and outreach initiatives in collaboration with leadership.
Administration and Finance
- Supports the financial administration of programs by assisting with budget tracking, monitoring expenditures, and preparing reports in accordance with established guidelines.
- Keeps the Senior Manager informed of operational issues, program updates, and emerging risks; provides input into planning processes, reports, and briefing materials.
- Supervises program staff and provides day-to-day direction, including assigning work, offering guidance, and supporting performance development.
- Participates in performance management processes, including providing input on evaluations, addressing routine staff matters, and supporting staff development and training.
- Supports the resolution of escalated operational issues and client concerns, referring complex or high-risk matters to the Senior Manager as appropriate.
- Participates in recruitment and selection activities, including screening candidates, contributing to interviews, and providing hiring recommendations.

Qualifications
- Degree in Early Childhood Education, Youth and Child Care, K–3 Education, Community/Social Services, or a related field from a recognized post-secondary institution.
- Minimum five (5) years of related experience in program coordination or delivery, including experience supporting programs and projects.
- Minimum one to two (2) years of experience in a manager or team lead capacity, including supporting staff and/or teams.
- A combination of relevant education, training, and experience may be considered.
- Knowledge of and experience in Early Learning and child care.
- Experience working with Indigenous communities, with knowledge of Métis culture and history, is considered an asset.
- Demonstrated ability to communicate effectively, both verbally and in writing.
- Strong organizational and problem-solving skills, with the ability to support and guide team members.
- Proven interpersonal skills with the ability to work collaboratively and maintain positive working relationships.
- Demonstrated ability to prioritize tasks, meet deadlines, and work with a moderate level of independence.
- Proficiency with technology, including Microsoft Office 365 and other relevant databases or software.
- Knowledge and/or awareness of the historical and contemporary contributions of Métis people in British Columbia.
- Possession of, or ability to obtain, a valid Class 5 driver’s license may be required.
- The position may require completion of a Criminal Record Check, including a Vulnerable Sector Check.
