We're looking for an experienced construction leader to establish and lead our pre-construction function across a diverse portfolio of development projects. This is a senior leadership opportunity for someone who combines deep technical expertise with strong commercial judgment and enjoys influencing projects long before construction begins.

As Director, Pre-Construction, you'll guide projects from concept through buy-out, ensuring every development starts with a sound technical strategy, accurate budgets, effective procurement, and a clear path to successful execution. Reporting to the Vice President, Real Estate & Development, this role may be based in either our Stratford or Toronto office and will work closely with Development, Construction, Finance, consultants, and trade partners while helping shape the continued growth of the organization.
About the Role
This role is built on two equally important strengths:
- A deep understanding of how buildings are designed, assembled, and integrated.
- The ability to develop, defend, and manage construction budgets that stand up throughout project delivery.
You'll oversee pre-construction activities across a diverse portfolio that includes residential (low-rise, townhomes, mid- and high-rise), mixed-use, commercial, retail, light industrial, and hospitality developments. Working across both third-party general contractor and self-performed delivery models, you'll serve as the bridge between design intent and construction execution.
What You'll Lead
As Director, Pre-Construction, you will:
- Lead constructability reviews and provide technical leadership throughout the design process.
- Develop and refine project budgets from concept through tender and buy-out.
- Drive value engineering and building system decisions that balance cost, performance, schedule, and long-term durability.
- Lead estimating, procurement, tendering, contractor selection, and contract negotiations.
- Oversee construction contracts, including CCDC agreements and supplementary conditions.
- Partner with Development to support feasibility studies, underwriting, permitting, and project planning.
- Establish and maintain estimating standards, cost databases, templates, and pre-construction processes.
- Build and mentor an internal estimating team while contributing to broader organizational strategy as a member of the senior leadership team.
What You'll Bring
We're looking for a leader who brings both technical credibility and commercial insight, including:
- 10+ years of progressive experience in pre-construction, estimating, or construction management on complex, multi-million-dollar projects.
- Extensive knowledge of building systems, including structural, envelope, mechanical, electrical, plumbing, life safety, and how these systems integrate.
- Strong estimating experience and the ability to develop and defend comprehensive construction budgets.
- Experience leading procurement, trade tendering, and construction contract negotiations.
- Working knowledge of CCDC contracts, Ontario construction practices, and prompt payment legislation.
- Experience across multiple asset classes, including residential and ICI projects.
- Proficiency with Procore or comparable construction management platforms.
- A degree or diploma in Construction Management, Engineering, Building Science, Quantity Surveying, or a related discipline. Gold Seal Certification, PQS, or P.Eng. designation is considered an asset.

In this role, success is defined by the strength and reliability of the foundation established before projects reach construction:
- Design and delivery decisions reflect a true integrated building-systems approach, with constructability issues and cross-system conflicts resolved during pre-construction rather than in the field.
- Project budgets are accurate at award and remain stable through construction, with minimal unplanned variances following buy-out.
- Tenders are competitive, well-structured, and clearly documented, resulting in transparent and timely award decisions.
- Construction contracts are aligned to scope, budget, and schedule, with risk appropriately positioned and well understood by all parties.
- Every project transitions from pre-construction to construction with a complete, well-documented handoff that enables smooth execution by the delivery team.
- The Director is recognized as the organization’s trusted authority on constructability and building systems, supporting confident decision-making at the senior leadership level.
- A scalable estimating and pre-construction function is established, ensuring the role is not a single point of dependency.
Working Conditions & Site Exposure
- Primarily office-based role with regular collaboration across internal teams, consultants, contractors, and external partners.
- Regular visits to active construction sites at various stages of development, as well as meetings at consultant and partner offices.
- Travel within the region is required to support project and site-related activities.
- Exposure to active construction environments requiring adherence to all applicable health and safety requirements and the use of appropriate PPE.
- Occasional flexibility in working hours may be required to support project milestones and coordination with project stakeholders.
