Information Privacy Manager

We are accepting applications for the following Non-Union 1.0 FTE permanent Information Privacy Manager at the Learning Resource Centre in Clinton Ontario.
Hours of Work: 35 Hours per week, 12 months per year
Start Date: As soon as possible
Rate of Pay: $91,989 - $107,120 as of September 1, 2025, in accordance with the Terms and Conditions of Employment for for Non-Union, Management, Administrative and Supervisory Employees.

Reports to: Executive Information Technology Officer
Summary : Under the general direction of the Executive Information Technology Officer, the Information Privacy Manager provides leadership for the Board's privacy, access to information, and information governance functions. The role is responsible for supporting compliance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Enhancing Digital Security and Trust Act (EDSTA), applicable requirements under the Education Act, and, where applicable, the Personal Health Information Protection Act (PHIPA). The position provides expert guidance on the collection, use, disclosure, retention, safeguarding, and disposal of personal information and personal health information; administers freedom of information processes; supports privacy impact assessments, data protection agreements, records and information management practices, and vendor privacy reviews; and helps build a culture of privacy awareness and accountability across the Board
Responsibilities:
- Collaborate with internal and external stakeholders, including Board staff, OASBO, ECNO, IPC, etc. to ensure accurate privacy initiatives are developed for the Board, providing guidance on the interpretation, implementation, and compliance with legislative and Board processes related to records and privacy-related matters for all staff members.

Knowledge of provincial legislation regarding student records, privacy, and access laws, including MFIPPA, EDSTA, the Education Act, PHIPA where applicable, and related records and information management requirements.

Support the creation of procedures and guidelines related to privacy and FOI.

Support employees at all levels of the organization to address the collection, use, and disclosure of personal information.

Coordinate privacy impact assessments, privacy threshold assessments, and related reviews for new or changed programs, technologies, systems, applications, agreements, and service delivery models.
- In coordination with Procurement Services, lead the review of contracts as it relates to data protection agreements, information-sharing agreements, and third-party service arrangements to identify privacy, records, and compliance risks and recommend mitigation strategies.

Assist in the investigation of suspected and confirmed breaches and implement corrective strategies and additional training/support as needed.

Participate in the drafting of reports and responses to the Information and Privacy Commissioner of Ontario (IPC) regarding breaches and privacy complaints.

Work collaboratively to implement recommendations and required actions resulting from Privacy Audits and/or directives issued by the Information and Privacy Commissioner (IPC).
- Provide advice to departments, schools, and senior administration on the lawful collection, use, disclosure, retention, safeguarding, and disposal of personal information, personal health information, and confidential records.
Qualifications:
- University degree in public administration, information management, records management, law, business administration, information technology, or a related discipline; an equivalent combination of education and directly related experience may be considered.

Certificate in Privacy and Information Management; or working toward or willing to complete.

Professional designations or certifications such as CIPP/C, CIPM, or related privacy, records, or information governance credentials are considered assets.

Demonstrated knowledge of MFIPPA, access and privacy principles, records and information management practices, and the legislative and operational environment of Ontario public institutions; knowledge of EDSTA, the Education Act and PHIPA is considered a strong asset.

Experience coordinating freedom of information requests, privacy breach response, privacy complaints, privacy impact assessments, and policy or procedure development.

Experience reviewing contracts, data protection terms, information-sharing arrangements, and technology or vendor-related privacy risks is strongly preferred.

Minimum of five (5) years of related experience in the field of office administration, privacy and records – preferably in the public sector.

Well versed in privacy ethics, policies, procedures, and relevant legislation.
- Advanced written and verbal communications skills with excellent editing skills.
- Support the development of enhanced training opportunities connected to information privacy, including the delivery of training virtually and in-person sessions.
