Position: Facility Services Manager
Salary Range: Band 10- $120,105.00 to $143,227.00
Location: Facilities Department - J.W. Singleton Education Centre
Work Schedule: 35 hours/week, 12 months/year
Effective: September 1, 2026
Position Summary:
The Manager, Facility Services is responsible for the daily operation of all HDSB facilities (school and administrative ) and sites. Operating functions include cleaning, daily maintenance, servicing (waste, recycling), Rentals Department, snow and ice removal, grass and grounds care. These services are delivered through a team that includes the Assistant Manager, Facility Services, Senior Administrative Assistant, Facility Services, Supervisor, Regulatory Compliance, two Rentals Coordinators, nine Area Supervisors , unionized custodial staff and numerous contracted service providers. Liaise with numerous partners involved in the use of facilities including the Reciprocal Agreement, ie rental groups, community and parent groups, Municipal Parks and Recreation and support positive customer service and relationship management
The HDSB follows a Work from Home Administrative Procedure. In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. Work from Home arrangements may change based on the future needs of the Board. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.
Key Responsibilities:
Is responsible for providing daily services to all facilities to ensure their continued safe operation in alignment with the Multi-Year Strategic Plan.

Recruits and negotiates with service companies and evaluate performance.
- Manages contracts responsible for fire and burglary monitoring and other alarm response. - Establishes snow removal and ice control safety expectations and monitor services provided with annual value of $2.5M to $5M annually.
- Determines the requirements for unionized manpower, recruits and evaluates custodial and maintenance workforce.
- Determines the work requirements and sets contractual terms for numerous contract cleaning functions.
- In conjunction with the Assistant Supervisor oversees 9 Area Supervisors who are responsible for all operational needs and day to day maintenance of 100 + facilities, more than 8M square feet and more than 600 acres of land.
- Oversees caretaking supplies and equipment needs and establishes the clean for health program. - Evaluation of service delivery staff and methodology.
Budget development and management control

Establishes facility and grounds operating standards and delivery methods and manages community use. -
Evaluate the status of current conditions, plan for future issues and establish methods of meeting daily needs of all board assets.
- Determine methodology of meeting the operational needs regarding unionized staff in house, contract, consulting services.

Research and evaluation of new technologies in cleaning and disinfecting.
- Communicate standards with stakeholders and providers.
- Manage partnership with all Municipal Parks and Recreation Departments on grounds maintenance and shared gym use.
Manages a team supporting community use of schools and more than 10,000 permits annually accessing more than 600,000 hours of rental usage

Manages talent and financial resources to ensure they are being used effectively, including: - Prepares and monitors budgets for the team and related programs. -
Manages direct reports by assigning work, setting schedules, resolving problems, and identifying appropriate individual goals aligned with individual capabilities, work requirements, and the School Board’s vision and strategic plans.
- Directs, trains and evaluates 9 Area Supervisors,Assistant Manager, Senior Administrative Assistant, Supervisor, Regulatory Compliance, two Rental Coordinators.
- Directs, trains and evaluates 350 plus CUPE caretakers.
- Establishes services to be delivered – delivers department training, directs others to delivery specific training and monitor staff ability to deliver services.
- Works with Human Resources on major personnel issues including negotiations, discipline and performance issues and CUPE Employment Relations
- Responsible for terms and conditions of contract caretaking services and contract management that provided extensive services and the majority of manpower to 17 High School sites.
Recruits and evaluates all hires to permanent CUPE staff.

Crisis management -
Responsible for building security protocols and response.
- Establish plans for 24 / 7 reaction to all forms of building and equipment emergencies.
- Returning schools to operating condition following fire, flood, vandalism or other unforeseen emergencies.
- Maintain and distribute contact lists needed to respond to emergencies.
Support Superintendent of Facility Services and Planning to liaise with all departments in the event of an emergency or crisis management including Purchasing, budget, communications, senior team, Trustees, regulatory agencies and media.

Communicates with facility services staff, service providers, school administration, parents, HDSB committees, the public, outside agencies and other school boards. -
Writes up specifications/reports/personnel letters/presentations.

Qualifications:

3 year Diploma in building operations or maintenance

Preference for Bachelor’s degree in business services, personnel, or facilities services related studies and OASBO diploma in School Board Operations

7 years of related work experience (preferred 10+ years of experience)

Business or Facilities Management program, building operations, custodial, and/or maintenance
-
Applicants with business services training, health and safety training, personnel and labour relations training, or technical training will be given preference
- Experience in people management in both unionized and non-unionized work forces;

Excellent interpersonal and communication skills;
-
Strong organizational and computer skills with managerial liability;
-
Knowledge of building services and operations with demonstrated experience in a related field

Vehicle and valid driver’s license.
