Plexcon Construction Inc. is a growing general contractor specializing in custom homes, multiplexes, additions, major renovations and residential development projects throughout the Greater Toronto Area.
As Plexcon continues to grow, we are seeking an experienced Financial Controller with direct construction accounting experience to lead our in-house accounting and finance function.
Position Summary
This is a hands-on Controller position combining:
- Financial controllership and full-cycle accounting
- Construction accounting and project financial controls
- Budgeting, forecasting and financial modelling
- Cash-flow and working-capital management
- Financial contract administration
- Subcontractor payment administration
- Executive financial reporting and decision support
This is not solely a review or oversight position. The successful candidate must be comfortable personally performing and overseeing day-to-day bookkeeping, reconciliations, reporting and financial analysis while developing scalable systems and controls for the company.
The Financial Controller will work closely with Ownership, Project Managers, Operations, Estimating and external accounting professionals to provide accurate financial information and ensure that company and project-level financial performance is properly monitored.
Key ResponsibilitiesAccounting and Financial Reporting
- Perform and oversee full-cycle accounting and in-house bookkeeping.
- Manage the general ledger, accounts payable, accounts receivable, payroll administration, accruals, HST and other financial records.
- Complete monthly bank, credit-card and balance-sheet reconciliations.
- Lead month-end and year-end closing processes.
- Prepare accurate monthly, quarterly and annual internal financial statements.
- Maintain supporting schedules, working papers and financial documentation.
- Maintain an accurate chart of accounts and proper allocation of costs between projects, departments and overhead.
- Coordinate with the company’s external accountant regarding year-end financial statements, corporate tax filings and other compliance matters.
- Support audits, banking requests, insurance matters and government reporting when required.
Financial Planning, Forecasting and Modelling
- Prepare the company’s annual operating budget.
- Develop and maintain a rolling 13-week cash-flow forecast.
- Prepare longer-term financial projections and scenario models.
- Forecast revenue, gross profit, overhead, working-capital requirements and cash availability.
- Model the financial impact of new projects, hiring, equipment purchases, financing and company expansion.
- Compare actual results against budgets and forecasts.
- Investigate financial variances and recommend corrective action.
- Provide Ownership with clear financial recommendations to support operational and strategic decisions.
Construction Accounting and Project Controls
- Establish and maintain project budgets, cost codes and job-costing structures.
- Track labour, materials, equipment, subcontractor costs, purchase orders, change orders and project overhead.
- Maintain accurate committed-cost reports for all active projects.
- Prepare and maintain Work in Progress reporting, including:
- Costs incurred to date
- Committed costs
- Estimated costs to complete
- Forecasted final project costs
- Projected gross profit
- Percentage of completion
- Overbillings and underbillings
- Review project profitability and forecasted margins with Project Managers and Ownership.
- Identify cost overruns, budget variances and margin deterioration early.
- Ensure project expenses are allocated to the correct projects and cost categories.
- Prepare regular project financial reports showing actual costs, commitments, remaining budgets and projected completion costs.
- Assist with owner progress billings, holdbacks, lender draws and quantity-surveyor reporting.
- Monitor project receivables and follow up on outstanding customer payments.
- Support financial closeout and final reconciliation of completed projects.
Subcontractor and Contract Administration
- Administer the financial and documentation components of subcontract agreements, purchase orders, change orders and payment schedules.
- Establish a financial contract record for each subcontractor and supplier.
- Maintain accurate records of:
- Original subcontract values
- Purchase orders
- Approved change orders
- Revised contract values
- Payments made
- Holdbacks
- Outstanding commitments
- Remaining contract balances
- Review subcontractor invoices and payment applications against:
- Executed subcontract agreements
- Purchase orders
- Approved change orders
- Work completed
- Project budgets
- Payment schedules
- Project Manager and site approvals
- Confirm that requested payments do not exceed the approved contract value or verified work completed.
- Coordinate the subcontractor payment-approval process with Project Managers, Operations and Ownership.
- Identify duplicate invoices, unsupported charges, unapproved extras and potential overpayments.
- Ensure required payment documentation is received and current, including:
- Proper invoices
- WSIB clearance certificates
- Certificates of insurance
- Statutory declarations
- Approved change-order documentation
- Payment releases and other project-specific supporting documents, where applicable
- Track contractual and statutory holdbacks.
- Monitor subcontractor payment status and outstanding balances.
- Assist with subcontractor final-account reconciliation and contract closeout.
- Maintain organized electronic records of all contracts, invoices, approvals and supporting payment documentation.
Cash Management and Payment Controls
- Prepare weekly cash-position and upcoming-payment reports.
- Prioritize payments based on available cash, contractual obligations, project requirements and management approval.
- Monitor accounts payable, accounts receivable and working capital.
- Maintain and improve payment-approval procedures.
- Ensure payments are supported by appropriate invoices, contracts and approvals.
- Monitor company credit cards, employee expenses and project-related purchases.
- Maintain controls for vendor setup, banking-information changes and payment authorization.
- Support banking, credit-facility, lender and financing relationships.
Systems, Controls and Process Improvement
- Develop and document accounting policies, procedures and internal controls.
- Improve bookkeeping, payment-approval, expense-management and project-reporting workflows.
- Establish consistent financial procedures for Project Managers and other employees.
- Develop executive dashboards and key performance indicators for Ownership.
- Implement systems that provide timely visibility into:
- Cash flow
- Accounts receivable
- Accounts payable
- Project profitability
- Committed costs
- Backlog
- Gross margins
- Overhead
- Working capital
- Evaluate and improve accounting, expense-management and construction project-management software.
- Train Project Managers and administrative staff on financial documentation and approval requirements.
- Supervise and develop additional accounting or bookkeeping personnel as the finance department grows.
Required Qualifications
- Minimum seven years of progressive accounting or financial-management experience.
- At least three years of direct construction accounting experience with a general contractor, residential builder, developer or major trade contractor.
- Previous experience in a Controller, Assistant Controller, Finance Manager, Senior Project Accountant or comparable senior accounting position.
- Demonstrated experience personally managing full-cycle accounting and month-end closing.

- Ability to communicate financial information clearly to non-financial managers.
- Ability to work full-time from the company’s Toronto office.
Preferred Qualifications
- CPA designation or active progress toward a CPA designation.
- Experience working directly for a general contractor or residential builder.
- Experience with custom-home, multiplex, renovation or residential-development projects.
- Working knowledge of Ontario construction payment, holdback and prompt-payment processes.
- Familiarity with HST, payroll, WSIB and subcontractor compliance requirements.
- Experience preparing lender draws and quantity-surveyor reporting packages.
- Experience with construction project-management, purchase-order or expense-management software.
- Experience implementing accounting systems, internal controls and process improvements.
