POSITION SUMMARY
The Benefits Navigator and Coordinator will play a core role in designing, coordinating, and continuously improving FEEWI’s program model, materials, and evaluation systems. This position bridges research, program design, and implementation, ensuring that every component of the initiative is culturally affirming, disability-inclusive, and grounded in lived experience. Black disabled people and families in accessing financial empowerment supports, social benefits, and income-stability programs. This is a full-time, three-year contract position, reporting to the Manager, Operations and Special Projects.
Working within a national team and managing a caseload across Canada, the Benefits Navigator will provide individualized, direct assistance to Black disabled people and their families to access disability-, health-, and income-related benefits and supports. This includes federal, provincial, and community programs that increase financial stability, income access, tax filing, and financial well-being.
Ase Community works virtually across Canada, with programs rooted in Black disability justice and intersectionality. The Benefits Navigator, based in Ontario, may be required to travel occasionally for outreach, partnership activation, community programming, and collaborative learning.
KEY RESPONSIBILITIES
Program Coordination and Implementation
- Implement Ase Community’s Financial Empowerment and Economic Well-being Initiative (FEEWI) program framework, service delivery models, strategies, and evaluation approaches.
- Conduct needs assessments and community consultations to identify gaps, barriers, and emerging needs in financial empowerment and disability-related benefits navigation services.
- Develop curriculum, training materials, tools, and resources on topics such as tax filing and financial documentation, RDSPs, DTC, provincial benefits, budgeting and income stability, benefits navigation, and advocacy specific to Black disability communities.
- Coordinate project reporting and documentation, communications, knowledge mobilization sessions, community consultations, partner Think Tanks, and feedback loops.
- Support benefits-focused financial empowerment workshops, Lunch & Learns, Knowledge Series sessions, and community outreach initiatives.
- Provide monthly reporting on program activities, caseload trends, challenges, service gaps, systemic barriers, and emerging community needs.
- Inform the manager, Director, Programs and Services or other senior staff about emerging issues in benefits access, policy barriers, and community needs.
- Complete other responsibilities and projects as determined by the Manager.
1:1 Service Delivery
- Provide direct, individualized benefits navigation support to Black disabled people and their families, both in person and virtually.
- Support individuals and families to understand eligibility requirements and access disability-related and income-related benefits, credits, and supports, including the CDB, RDSP, DTC, CPP-D, ODSP, and other relevant programs.
- Assist participants with completing benefit forms, applications, renewals, and appeals, including gathering and organizing required documentation.
- Engage with medical professionals, government contacts, and community organizations to support participants throughout the application and appeals process.
- Communicate regularly with program participants and relevant parties to provide updates, clarify next steps, and support follow-through.
- Maintain accurate individual case files, service records, and participant documentation while protecting confidentiality in accordance with Ase Community’s policies and applicable laws.
- Identify recurring barriers, service gaps, and systemic issues emerging from 1:1 service delivery and share insights to inform program improvement, advocacy, and reporting.
Benefits Navigation and Disability Resource Coordination
- Collaborate with federal, provincial, and community disability-related agencies to monitor updates or changes to forms, eligibility criteria, benefits, and application processes.
- Co-develop accessible tools and learning materials, including financial literacy modules, benefits navigation resources, and disability-related supports.
- Establish partnerships with community groups, grassroots initiatives, health professionals, disability organizations, and Black-led organizations to promote benefits navigation support.
- Develop partnerships and collaborations for events, workshops, information sessions, and outreach with community organizations, disability organizations, and those implementing the federal benefits navigation program.
- Support the development of the Partner Circle, including outreach to B3+ organizations, disability networks, financial institutions, policy stakeholders, and other relevant partners.
Outreach, Partnership and Resource Development
- Coordinate program website update and ongoing development, social media campaigns and FEEWI announcement and events; such as info sessions, tabling etc
- Support the building of the Partner Circle, including outreach to B3+ organizations, disability networks, financial institutions, and policy stakeholders.
- Develop Partnerships and collaborations in events and information sessions with community and disability organizations implementing the federal benefits navigation program
- Establish partnerships with community groups, grassroots initiatives, health professionals, and grassroots Black-led organizations to promote benefits navigation support.
- Update and build resources within the BLAcK Hub; including all program resources
- Coordinate newsletter knowledge mobilization activities
- Other responsibilities and projects as determined by the Manager
QUALIFICATIONS AND EXPERIENCE
- Post-secondary education in business, social sciences, social work, community development or related fields OR equivalent combination of lived experience, education, and training
- Experience providing 1:1 services and person-centred supports to people with disabilities and/or marginalized communities
- Knowledge of disability-related benefits, income-supports systems, or benefits navigation
- Experience supporting individuals and families to complete benefits, tax, or resource access paperwork (assets: case management, ODSP, CPP-D, DTC, CDB, RDSP)
- Experience working with African/Caribbean/Black communities experiencing disability
- Lived experience as a Black disabled person, Black caregiver, or family member of a Black disabled person
- Fluency in French and additional languages is an asset
- Demonstrated commitment to programs and initiatives that advance the Black community by fostering our liberation and disrupting anti-Black racism
- A combination of practical experience and/or knowledge of disability justice, intersectionality, anti-Black racism, GBA+, and accessibility rights.
- Technical proficiency in Salesforce, , Asana
- Ability to bridge charitable community engagement, program delivery, and digital systems
