POSITION SUMMARY:
The Technical Developer (ITIL Tier 3) is primarily responsible for designing, developing, implementing, and maintaining digital forms, automated workflows, and technical solutions that streamline daily processes, improve efficiency, and strengthen IT and business operations across the organization. Working alongside stakeholders in this role, you will apply advanced technical expertise to analyze and provide recommendations to improve both simple and complex processes. At times, you will be requested to review issues, identify root causes, and deliver permanent fixes, in assisting with the Tier 1 and Tier 2 techs with complex tickets. Working closely with Tier 1 and Tier 2 teams, this position also provides mentorship and documentation to help sustain implemented solutions, improve incident response, enhance service delivery, and support operational consistency within an ITIL framework.
DUTIES AND RESPONSIBILITIES:
- Incident Management and Technical Support– provide Tier 3 escalation support for service requests and service degradation, including advanced troubleshooting across infrastructure, applications, networks, and security controls. Act as a technical lead during major incidents by supporting, providing rapid service restoration, technical communications, and coordination with Tier 1 and 2 staff, vendors, and service owners. Own and/or contribute to root cause analysis (RCA) for recurring or high-impact incidents, identifying underlying issues and driving permanent corrective actions. Design, implement, and validate permanent fixes in alignment with approved standards and risk controls.
- Process Improvement and Documentation– design, develop, and maintain digital forms and automated workflows to streamline business processes, reduce manual effort, and improve operational efficiency across the organization. Develop and maintain end-to-end solutions, document and publish knowledge articles to improve first-contact resolution for Tier 1 and Tier 2 staff and reduce repeat incidents. Maintain accurate technical documentation, configuration baselines, and support artifacts to enable effective troubleshooting and audit readiness.
- Change and Release Management– prepare technical input for change requests, including impact assessment, implementation and back-out plans, and post-implementation validation. Support release and deployment activities by coordinating technical prerequisites, maintenance windows, testing, and verification.
- Platform Administration and Optimization– administer tune, and monitor assigned platforms and services; implement proactive improvements to availability, capacity, performance, and security in collaboration with service owners.
- Team Leadership and Vendor Management– mentor and provide technical guidance to Tier 1 and Tier 2 staff; contribute to skills development, standards, and quality of ticket handling. Engage and manage vendor escalations, including evidence collection, log review, and coordination of fixes and service credits as applicable.
- Perform other related duties as assigned by management.
QUALIFICATIONS AND SKILLS:
Desired Education, Knowledge, and Experience:
- Post-secondary diploma or degree in Information Technology, Computer Science, or a related field (or equivalent combination of education and experience).
- ITIL Foundation certification (ITIL Level 3 preferred), with a strong understanding of ITIL concepts across incident, problem, knowledge, and change enablement practice.
- Advanced technical certifications such as Microsoft Azure, M365 Applications, Windows Server, Network, Security+, Windows OS and MacOS, Laserfiche, ArcGIS, Adobe Suite, Canon Uniflow, Freshservice, Google Suite is an asset.
- Five (5) years of progressive experience in IT support and operations, including Tier 2 or Tier 3 escalation support in a mixed environment.
- Demonstrated experience performing root cause analysis, implementing permanent fixes, and reducing repeat incidents through problem management practices.
- Experience participating in change enablement and supporting after-hours maintenance windows when required.

- Ability to produce clear technical documentation.
- Demonstrated ability to prioritize work based on impact and urgency, meet SLA expectations, and communicate effectively with technical and non-technical stakeholders.
- Experience coordinating across teams and vendors, including escalation management and technical leadership during service outages.
