PURPOSE OF POSITION
As part of Destination BC’s Destination Management Division, the Manager, Destination & Industry Development leads destination and industry development planning and programming across the province. The role works with internal teams and external partners, including the Province, First Nations, Indigenous Tourism Association of BC, communities, businesses, destination management organizations, tourism sectors and other industry partners, to support BC’s long-term competitiveness as a destination of choice.
This position provides strategic leadership, builds and maintains strong working relationships, and helps align destination and industry development work with Destination BC’s broader corporate strategy, branding and marketing efforts. The Manager also supports planning, resource management, negotiation and issue resolution to help deliver results for the Destination Management Division.
As a people leader, this role also supports and develops staff so program and corporate goals are achieved.
SPECIFIC ACCOUNTABILITIES
- Develop, implement, monitor and evaluate program and project plans that support Destination BC’s corporate strategy, including managing budgets and reporting on progress.
- Lead destination and industry development planning processes, including long-range and integrated Iconic development and management plans.
- Work with government, regional, community, Indigenous, tourism and industry partners to develop and implement destination and industry development plans and programs.
- Build and maintain strong relationships with internal teams, RDMOs, communities, tourism organizations, businesses and other partners to support positive destination development outcomes.
- Align destination and industry development activities with Destination BC’s marketing, brand, content, research and visitor experience work, including Super, Natural British Columbia and Iconic brand platforms.
- Coordinate program delivery with internal departments, contracted facilitators, regional partners and community representatives to ensure priorities, opportunities and deliverables are clear and aligned.
- Negotiate, manage and monitor contracts, including contractor performance, invoices, budgets, procurement processes, and contract approvals or terminations.
- Identify issues and risks, recommend solutions, prepare briefing materials and provide advice to the Director, CEO, executive and ministry staff to support decision making.
- Provide leadership and project management support for provincial, corporate and divisional priorities, including helping resolve issues or conflicts as needed.
- Represent Destination BC at meetings, presentations, conferences and public events, and support communications that profile destination and industry development activities and opportunities.
- Provide direction, advice and support to communities, businesses and organizations on destination and industry development opportunities.
- Manage internal and external human resources, including regular, auxiliary and contracted staff, with responsibility for hiring, promotion, dismissal, overtime approval and representing management in the grievance process at Step 2.

JOB REQUIREMENTS
Education
- Bachelor’s degree in business or tourism related field; OR
- Diploma in business or tourism related field and 2 years of *relevant experience; OR
- Certificate in business or tourism related field and 3 years of *relevant experience; OR
- No related education and 4 years of *relevant experience
- Relevant experience includes experience working in a tourism management or related field.
Experience
- Minimum 5 years’ experience in strategic planning and implementing broad-reaching programs and initiatives;
- Minimum 3 years’ experience in developing and maintaining strategic relationships with diverse partners;
- Minimum 3 years’ experience managing multiple, simultaneous complex issues;
- Minimum 3 years’ experience developing and managing program and project budgets and organizational resources;
Knowledge, Skills and Abilities
- Ability to travel within British Columbia, as required;
- Demonstrated ability to lead, coach and mentor staff;
- Strong change management and conflict resolution skills;
- Demonstrated ability to communicate effectively and collaborate strategically with a diverse range of partners and people.

It involves timely monitoring, evaluation and work refinement to deliver on the BC Public Service mandate of supporting Indigenous self determination. It means developing staff orientation and managing knowledge so that when a new employee takes up a position within an already established relationship, educating the employee does not automatically and continually fall to Indigenous people.
