Cedar Strong Prevention and Intervention Society is a non-profit organization based in Hope, BC. Cedar Strong provides client-centred programs and services to individuals and families through a trauma-informed approach. Our work focuses on housing, advocacy, education, resiliency, empowerment, and inclusion.
Cedar Strong is currently seeking a Housing Program Manager to provide leadership and oversight for housing-related programs, including emergency shelter, supportive housing, and related shelter services.
Position Overview
Reporting to the Executive Director, the Housing Program Manager is responsible for supporting the effective operation, growth, and accountability of Cedar Strong’s housing programs. This position provides supervision, guidance, and support to program coordinators and, when needed, frontline staff.
The successful candidate will bring strong leadership, housing program knowledge, experience in a non-profit or community-based setting, and the ability to build positive relationships with staff, clients, funders, and community partners.
This role is well suited to someone who is organized, collaborative, trauma-informed, and comfortable balancing daily operations, staff support, program reporting, budgeting, community partnerships, and service quality.
Key Responsibilities
Program Leadership and Accountability
- Provide leadership, supervision, coaching, and support to housing program coordinators and staff.
- Work with the Executive Director and management team to develop and implement action plans, budgets, training plans, and program priorities.
- Support program growth, innovation, and continuous improvement in response to community needs.
- Evaluate individual and overall program performance and use data and feedback to recommend improvements.
- Ensure program goals are met in accordance with Cedar Strong policies, funder expectations, and applicable standards.
- Produce monthly, quarterly, and other program performance reports as required.
- Support compliance with relevant legislation, professional standards, funder requirements, and organizational policies.
- Understand, interpret, and apply relevant municipal, provincial, and federal policy where required.
Program Operations
- Oversee the daily operations of Cedar Strong’s housing programs, including emergency shelter, supportive housing, and related shelter services.
- Ensure programs and services are delivered effectively, efficiently, and in alignment with policies, procedures, and trauma-informed practice.
- Support client file management, including intakes, documentation, logbook entries, and confidentiality requirements.
- Ensure client information is accurately and objectively maintained.
- Supervise program-related facility needs, including maintenance, grounds, capital improvements, security, and basic property management.
- Ensure housing units and program spaces are physically maintained and that safety precautions are followed.
- Provide frontline coverage when other staffing options are not available.
Financial and Funding Responsibilities
- Oversee operating budgets for housing programs in collaboration with the Executive Director and Finance Manager.
- Support budgeting, forecasting, allocation of funds, and responsible use of resources.
- Research and support funding opportunities that align with operational priorities.
- Ensure timely completion and submission of reports to funders, government bodies, and other required parties.
Human Resources and Staff Support
- Assist with recruitment, hiring, onboarding, training, development, evaluation, discipline, and performance management of housing staff as required.
- Coordinate and support training for housing staff in collaboration with program coordinators.
- Support scheduling to ensure shifts are appropriately staffed.
- Monitor staff attendance and ensure overtime is approved in advance when required.
- Lead and attend staff meetings and participate in related community and regional meetings.
- Maintain a solid understanding of working within a unionized environment.
Community and Partner Relations
- Build and maintain positive relationships with community partners, funders, service providers, and other stakeholders.
- Represent Cedar Strong in collaborative partner networks and community development activities.
- Work closely with other Cedar Strong programs to support integrated services and positive outcomes for clients.
- Promote Cedar Strong’s housing programs and support strong community collaboration.
- Participate in professional development networks and stay informed about emerging trends and best practices.
Qualifications and Skills
- Bachelor’s degree in social work, housing management, or a related field.
- 3 to 5 years of experience in social work, housing, shelter services, or program management.
- Minimum of 2 years of supervisory or leadership experience.
- Non-profit experience is preferred.
- Strong knowledge and experience in the provision of shelter, housing, or homelessness support services.
- Knowledge of community resources in Hope, the surrounding area, and the Fraser Valley is considered an asset.
- Knowledge and understanding of homelessness, substance use, abuse, violence, trauma, and their impact on diverse communities.
- Strong interpersonal, communication, and presentation skills.
- Ability to build trust, lead teams, solve problems, and work with diverse individuals and community partners.
- Strong organizational, documentation, reporting, and administrative skills.
- Experience working in a unionized environment is considered an asset.
- Willingness to work flexible hours as required.
- Valid BC driver’s licence and access to a reliable vehicle are required.
- Satisfactory completion of a criminal record check for working with vulnerable populations is required.
- An equivalent combination of education, training, and experience may be considered.
