Duties
Reporting to the Asset Manager, the Facilities and Fleet Supervisor will lead a new function and supervise three reporting positions.
Key duties include:
- Establishing annual maintenance work plans, priorities, tracking systems and quality-control practices for the facilities and fleet team.
- Developing and maintaining the Field Unit Asset Maintenance Plan and code-compliance / mandatory inspection program.
- Overseeing Maximo data remediation, including missing assets, component records, condition information, current replacement values, lifecycle information and work history.
- Overseeing the fleet and equipment lifecycle program, including utilization analysis, fleet reduction/rationalization, shared or pooled use, electrification and charging infrastructure planning, replacement planning, upfitting, disposal recommendations and record keeping.
- Managing small to mid-size maintenance, facilities and fleet-related contracts and projects, including scopes of work, estimates, schedules, budgets, contractor/consultant coordination, deficiency tracking and closeout
- Providing clear recommendations to the Asset Manager and other stakeholders on maintenance priorities, fleet decisions, code-compliance risks, asset data quality, budgets and program improvements.
- Provides oversight and quality assurance for the facility inspection and asset condition program, including code-compliance execution and tracking, deficiency follow-up, component condition information, remaining useful life estimates, and current replacement value updates, while ensuring inspections remain within the team’s appropriate scope and that work requiring certified tradespersons, consultants, or regulated professionals is assigned or escalated accordingly.
Work environment
The Jasper Field Unit manages a large, varied and highly visible asset portfolio that supports visitor experience, environmental stewardship and preservation, and staff operations. The portfolio includes operational facilities, utilities, roads, campgrounds, visitor facilities, heritage assets, fleet and equipment, and remote/backcountry infrastructure.
This position is a builder role. The Field Unit is creating a dedicated facilities and fleet function within Asset Management to bring together work that has been dispersed across trades, administrative and operational staff. The successful candidate will not simply inherit a mature program; they will help stand one up. They will have direction and support from the Asset Manager, while also being expected to bring structure, judgement, initiative and follow-through to a new team and evolving work systems.

Intent of the process
The immediate intent is to staff one EG-06 Facilities and Fleet Supervisor position in Jasper, Alberta until March 31, 2027. A list of qualified candidates may be established and may be used to staff similar positions with various tenures, language requirements, security requirements and/or work locations within Parks Canada.

EDUCATION:

EXPERIENCE:
EX1: Experience supervising, leading or coordinating the work of employees, contractors, consultants or multidisciplinary teams in a construction or facilities maintenance environment.
EX2: Experience leading, coordinating, or overseeing facility inspection, asset condition assessment, or code-compliance programs, including ing building-code or standards knowledge, reviewing deficiencies and component condition information, supporting remaining useful life and current replacement value updates, and determining when work must be assigned or escalated to certified tradespersons, consultants, or regulated professionals.
EX3: Experience developing and administering, procurement packages, statements of work, estimates, schedules and/or budgets for maintenance, construction, fleet/equipment or technical services.
EX4: Experience using asset, maintenance, fleet, inspection, database, and spreadsheet data to support analysis, reporting, recommendations, and informed operational decision-making.
EX5: Experience communicating technical information, risks, priorities or recommendations to managers, clients, operational teams, contractors or other stakeholders.

KNOWLEDGE:
K1: Knowledge of asset management and maintenance planning principles, including condition assessment, current replacement value, deferred work, lifecycle information and risk-based prioritization.
K2: Knowledge of building code requirements, facility inspection practices, major building systems and components, and asset management principles sufficient to oversee inspection programs, assess risk, review findings, maintenance planning, and ensure deficiencies are assigned, tracked, or escalated appropriately.
K3: Knowledge of fleet and equipment lifecycle management, including utilization, replacement planning, disposal, shared/pool use and greening or electrification considerations.
K4: Knowledge of basic project and contract management practices for maintenance, facilities or technical services work.
ABILITIES:

ASSET EDUCATION:
Successful completion of a post-secondary diploma, certificate, degree, Red Seal certification in one of the following areas:
- Facilities management
- Asset management

- Other related fields relevant to the position.

ASSET EXPERIENCE:
AX1: Experience using Maximo or another computerized maintenance management system / enterprise asset management system.
AX2: Experience working with municipal-equivalent infrastructure; utilities, roads, campgrounds, visitor facilities, heritage assets, remote/backcountry assets or other dispersed operational assets.
AX3: Building operator training, project management certification, asset management certification, fleet management certification or similar credential relevant to the work.
