Salary: This position starts at $72,000 per year and increases to $103,535 per year, over a 10- year period. This salary range incorporates experience, yearly salary increments to reward years of service, employee growth and development within the organization.

The Opportunity
DIVERSEcity Community Resources Society is seeking a Manager, Surrey LIP & BCYN LIP RIF Network to oversee the Surrey Local Immigration Partnership (LIP) and the BC Yukon LIP RIF (Réseau en immigration francophone) Network (BCYN) in Surrey, BC. Reporting to the Senior Manager, this role will facilitate collaboration among LIPs, RIFs, and key stakeholders, coordinate initiatives that support newcomer settlement and integration in Surrey, and ensure project deliverables align with federal and community priorities.
The Manager will oversee network engagement, strategic planning, capacity building, and project administration for the BCYN LIP RIF Network, strengthening partnerships across BC and Yukon. For the Surrey LIP, the Manager will lead outreach and engagement efforts, maintain the LIP Council, provide secretariat and coordination services, and develop immigration-related information and capacity-building opportunities tailored to the Surrey community. This role requires responsiveness to emerging immigration trends and evolving newcomer needs while working closely with the Manager, Delta LIP & BCYN LIP RIF Network, as well as partner staff supporting the BCYN LIP RIF Network.
Key Responsibilities
Network Coordination & Stakeholder Engagement

Serve as the primary liaison between LIP Council members, BCYN network members, government agencies (IRCC), and other key stakeholders to foster collaboration and innovation in newcomer services.

Develop and implement a clear and effective communication strategy to keep LIP Council members and network members informed via newsletters, reports, blogs, and social media.

Organize and facilitate Surrey LIP Council Meetings, BCYN network meetings, advisory meetings, and working groups, ensuring meaningful collaboration and actionable outcomes.

Prepare and lead an outreach and engagement plan to ensure diverse representation on the Surrey LIP council and Immigrant Advisory Table

Strengthen partnerships by coordinating stakeholder meetings focused on immigrant attraction, retention, and integration.
Project Management & Administration

Work with the Senior Manager to develop budgets, manage cash flows, and prepare monthly financial and quarterly narrative reports

Supervise supporting staff and consultants, ensuring alignment with project objectives and contractual requirements.

Conduct program evaluation, collecting impact stories and administering surveys to measure network effectiveness and identify trends.

Prepare and write annual reports, action plans, and community forum reports for Surrey LIP and BCYN.
Capacity Building & Knowledge Sharing

Plan and execute training sessions, webinars, and workshops for both settlement and non-settlement partners to enhance collaboration and best practices in immigrant integration.

Develop resources, tools, and educational materials tailored to local and regional LIP and RIF priorities.

Oversee the development and maintenance of online resources, including Surrey LIP service mapping tools and demographic profile.
Event Planning & Community Engagement

Organize and participate in major initiatives and events, such as the Surrey Community Stakeholder Forum, Anti-Racism Week, and Welcoming Week, to promote diversity, inclusion, and newcomer engagement.

Work with community organizations in newcomer hubs to enhance outreach and public awareness campaigns on immigration and integration.
Qualifications:

Minimum university or college diploma in community planning and engagement, community development, social policy, not-for-profit management or demonstrated related experience in the field;

2 years’ experience in supervising, developing and empowering staff and teams;

3 years’ experience in Project Management;

Understanding of migration and settlement experience of refugees and immigrants; settlement systems in Canada, barriers to integration

Deep understanding of the community demographics and social fabric of the local community;

Proven success in working in multicultural settings;
-
Proven track record of working with multiple cross-sector partners to catalyze collaboration;
-
Proven ability to lead and facilitate group discussions, workshops and meetings, ensuring active participation and collaboration among diverse stakeholders and collective decision-making

Deep understanding of equity, diversity and cultural safety and the impacts of Gender Based Analysis in community engagement

Excellent organizational and project management skills;
-
Ability to multitask and adapt to emerging needs;

Effective communication and public speaking skills; report writing, briefing notes

Bilingual – English/French is a definite asset, knowledge of other languages is strongly preferred.
