The Health Workforce Strategy & Implementation team at Ontario Health advances health human resources initiatives that strengthen workforce capacity in priority areas, improve equitable access to care, build provincial workforce data assets, support recruitment efforts, and help address system stabilization challenges across Ontario.
The Lead, Health Workforce Planning & Analytics reports to the Director, Health Workforce Data, Planning and Evidence and plays a key role in leading complex analytics initiatives that draw on diverse datasets and cross-sector knowledge. This role is ideal for a strategic, curious leader who can quickly understand new data sources and translate insights into practical workforce planning solutions.
This position will help elevate analytics support for program partners through forecasting, modelling, and advanced analytics approaches. The successful candidate will turn complex analysis into clear recommendations that inform health workforce planning and decision-making.
As a senior member of the team, the Lead will also provide leadership, mentorship, and technical guidance to analysts across the Health Workforce Data, Planning and Evidence portfolio.
The role may also contribute to broader strategic priorities and special projects as organizational needs evolve.
Here is what you will be doing:
Lead long-range health human resources planning projects that align with Ontario Health’s mandate and strategic priorities.
Serve as the lead advisor on complex analytics initiatives, identifying appropriate methods, literature, datasets, and data elements beyond traditional program areas.
Develop analytical forecasts and planning insights in collaboration with the Manager, HHR Data to support evidence-based workforce planning.
Translate complex findings into clear, actionable recommendations for technical and non-technical audiences, including leaders, clinicians, and partners.
Provide expertise in advanced analytics, modelling, forecasting, and statistical methods to strengthen team capability and decision support.
Partner with Ontario Health Regions and internal stakeholders to identify needs and develop analytics products with provincial value.
Lead roadmap initiatives and special projects that enhance analytic capabilities, workflows, and support to clinical and business partners.
Manage project plans, priorities, dependencies, risks, and issues across multiple concurrent initiatives.
Act as a trusted resource on indicator methodology, data sources, research approaches, and analytical products for a range of stakeholders.
Monitor emerging trends, technologies, and platforms relevant to health workforce planning and assess opportunities for application.
Mentor analysts, onboard new team members, and help foster a collaborative, inclusive, and high-performing team culture.
Support enterprise knowledge sharing, governance, and analytics community-building activities across Ontario Health.
Provide operational reporting support and act as backup to the Manager, Health Workforce Data & Analytics, as required.
The Lead will work across functions and with stakeholders of varying technical backgrounds to define analysis requirements, guide data collection, conduct analysis, present findings, and support interpretation for decision-making.
Success in this role requires strong written and verbal communication, sound judgment, creativity, and the ability to manage multiple priorities while making complex data meaningful and accessible.
Here is what you will need to be successful:
Education and Experience
Minimum required level and specialty/discipline: Master’s degree in statistics, engineering, health science, biostatistics, epidemiology, or another relevant discipline
Knowledge & Skills
Knowledge of the Canadian health care system and health care administrative data
Knowledge of forecasting modelling methods and software
Extensive experience with Excel
Knowledge of Power BI
Ability to conduct analyses of large datasets using statistical, visualization, and reporting tools
Highly organized with an ability to work independently, while managing multiple technical projects and priorities within strict deadlines.
Strong verbal and written communication skills including experience engaging technical and non-technical audiences to gather analysis requirements, interpret analysis results and technical information, and facilitate decision-making.
Excellent skills with statistical analysis programs (e.g. forecasting software)
Communicate effectively with different groups, such as policy makers, researchers, stakeholders and the public.
Forge and maintain strong working relationships with colleagues, researchers, external service providers, stakeholders, and the public.
Ability to lead/oversee a project team; providing leadership and mentorship. Can meet regularly with team members and assign work and ensure that team members produce high quality products. Invested in the growth of the team and each individual team member.
