Damage Prevention Technician
The City of Orillia is less than 90 minutes from the Greater Toronto Area. The City of Orillia is currently seeking a highly motivated, detail-oriented and safety-conscious individual to fill the position of Damage Prevention Technician.
The City does not use artificial intelligence in the hiring process. All job applications are reviewed personally by the appropriate Department/Division. This position is an existing position and is currently vacant.
Reporting to the Infrastructure Assets Coordinator, this position is responsible for accurately locating and marking underground utility lines to prevent damage during excavation, both minor and major. When not performing locates, this position will accurately gather data related to asset infrastructure using GIS for the Asset Inventory. This position is key to protecting the City’s vital asset infrastructure and ensuring compliance with Ontario One Call regulations. This position reports indirectly and closely with the Asset Care team.
Candidates must possess a post-secondary degree or diploma in GIS, Civil Engineering or relevant discipline, experience performing locate requests, experience using GIS applications and reading infrastructure drawings, and a valid class ‘G’ Ontario’s driver’s license with an acceptable driver’s abstract and access to a reliable vehicle. Trained as a Damage Prevention Technician with the Ontario Regional Common Ground Alliance is considered an asset.
The City of Orillia offers a competitive wage and benefits package, and registration with the OMERS pension plan. The annual salary range for this position is $77,910 to $84,268 based on a 40-hour work week. Damage Prevention Technician
Position Synopsis and Purpose
Reporting to the Infrastructure Assets Coordinator, the Damage Prevention Technician is responsible for accurately locating and marking underground utility lines to prevent damage during excavation, both minor and major. When not performing locates, this position will accurately gather data related to asset infrastructure using GIS for the Asset Inventory. This position is key to protecting the City’s vital asset infrastructure and ensuring compliance with the Ontario Underground Infrastructure Notification System Act and Ontario One Call regulations.
Major Responsibilities
Programs/Service Delivery
- Read and translate engineering drawings and maps
- Receive, interpret and perform locate requests
- Plan travel routes between sites efficiently
- Operate testing equipment to pinpoint the location of underground utilities
- Accurately locate underground utilities and clearly transpose onto drawings, maps or sketches as well as mark in the field.
- Use electromagnetic induction tools and bar finder to identify and mark location of underground utilities in the field.
- Field marking of utilities on the ground using standardized colour-coded paints, flags or other indicators according to industry standards to enable safe excavation.
- As needed, guide contractors/others to perform locates.
- Read project sheets and perform project safety site inspections.
- Read, interpret and augment maps with notes.
- Drive service vehicle and maintain inventory and safe storage of equipment.
- Travel across the City, work in a variety of settings and work site conditions.
- Maintain locate supplies.
- Operate a computer utilizing UtiLocate, Word and Excel.
- Create digital locate sketches.
- Assist in collecting, updating, and maintaining GIS data using GPS equipment and GIS applications.
- Communicate with City Staff, contractors, homeowners, developers, utility and communication providers regarding locate services.
- Lead damage investigations by documenting site conditions, collecting evidence, and preparing reports to determine contributing factors and prevent recurrence.
- Other duties as assigned.
Policies & Administration
- Work in accordance to City policies and applicable by-laws as well as, the Ministry of Environment, Ministry of Labour, and other mandated legislation.
- Ensure health and safety by following policies, procedures and acting in a safe manner at all times.
- Coordinate with internal management and external stakeholders to support timely approval, implementation, and updates to Alternate Locate Agreements and System Filder Agreements.
- Supports audits, compliance reviews, and reporting activities.
- Identify opportunities to improve locate processes, mapping accuracy, and damage prevention practices.
Human Resources
- Attend training and seminars as required.
- Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate
Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.
Minimum Qualifications
Education (degree/diploma/certifications)
- Post-secondary degree or diploma in GIS, Civil Engineering or similar discipline.
Experience
- Experience with GIS applications and equipment.
- Experience in locating utilities is considered an asset.
- Experience using UtiLocate software is considered an asset.
Knowledge/Skills/Ability
- Trained as a DPT by the Ontario Regional Common Ground Alliance (ORCGA) is considered an asset.
- Able to read infrastructure drawings and maps, apply spatial measurements.
- Able to plan and work independently to manage workload, prioritizing work.
- Ability to work as a team player and must get along well with others including those of different cultures, gender and nationalities. This individual shall also demonstrate acceptable public relations skills in dealing with the public.
- Knowledge of Microsoft Suite of applications including Outlook and Word.
Physical Demands
- Significant fieldwork in outside weather conditions including possible exposure to wet, fluctuating seasonal temperatures, fumes or airborne particles, toxic or caustic chemicals.
- Ability to work outside on job sites for long periods.
- The position may require considerable climbing, bending, and lifting and pulling objects up to 15 lbs.
- Close attention is required to ensure safety.
- Available to work overtime and flexible hours as required to handle emergencies and poor weather conditions.
Personal protective equipment (PPE) must be worn as required in accordance with City policies and the Occupational Health and Safety Act.
