General Description
Reporting to the Director of Engineering & Operations, the Manager, Engineering & Projects leads the planning, funding, and delivery of LTFN's capital program— major and minor capital projects, housing capital, subdivision development, and renovation programs and leads the Nation's grant-writing and infrastructure-funding effort. The role also develops and manages LTFN's off-reserve housing portfolio (development and asset management, not tenant-facing services) and takes on miscellaneous program management as required. It is a mid-senior technical leadership role requiring professional engineering judgment and direct accountability for project outcomes, budgets, schedules, and funding.
Key Responsibilities
Capital project delivery
- Lead capital projects across their full lifecycle — scoping, feasibility, design management, procurement, construction oversight, commissioning, and close-out.
- Manage the capital portfolio: major projects, minor capital, housing capital, subdivision development, and renovation programs — balancing scope, budget, schedule, and risk.
- Provide professional engineering judgment and review, ensuring designs and works comply with applicable codes, standards, and regulatory requirements (e.g., BC Building Code, CSA, EGBC professional practice).
Grant writing & funding
- Lead the Nation's grant-writing effort — identify funding opportunities and lead and participate in proposals and applications across ISC, provincial, federal, and other programs.
- Prepare and administer Indigenous Services Canada (ISC) and funding agency specific Project Approval Requests (PARs), capital plans, project budgets, claims, and funding reporting.
Off-reserve housing portfolio
- Develop and manage LTFN's off-reserve housing portfolio — acquisition and development, asset and portfolio management, and lifecycle planning.
- Coordinate with the Infrastructure & Operations team on the transition of housing into service; tenant-facing management and general maintenance sit with Operations.
Consultant & contractor management
- Scope, procure, and manage engineering consultants and construction contractors; review deliverables; administer contracts and change orders.
Leadership & coordination
- Supervise and mentor junior engineering and technical/non-technical staff(s)
- Coordinate with ISC, provincial and federal agencies, regional partners, utilities, and community members.
- Ensure newly built assets transition cleanly to operations through structured commissioning and handover.
- Take on miscellaneous program management as required, and champion health, safety, and regulatory compliance across all project activities.
Education & credentials
- Bachelor’s degree in civil engineering or a related engineering discipline.
- Registered as a Professional Engineer (P.Eng.) with Engineers and Geoscientists BC (EGBC), or immediately eligible for registration (including P.Eng. licensure in another Canadian jurisdiction with eligibility to transfer).
- Project Management Professional (PMP) designation is an asset.
Experience
- Minimum 7 years of progressive experience in civil/municipal infrastructure project management, including design and construction delivery.
- Demonstrated success securing and administering infrastructure or housing funding (e.g., ISC, provincial, or federal programs), including grant writing and proposal development.
- Experience in a First Nation, municipal, or public-sector setting strongly preferred; familiarity with ISC capital funding and PAR processes is an asset.
Knowledge, skills & abilities
- Strong command of project lifecycle management, contract administration, and engineering codes and standards.
- Proven grant-writing and funding-proposal skills; sound budgeting, scheduling, and risk management.
- Excellent written and verbal communication; effective relationship and stakeholder management.
- Working knowledge of First Nation governance contexts and on-reserve infrastructure considerations.
- Skilled with maintaining confidentiality of information, professional work ethic and taking direction from a supervisor
Assets
- Experience working with or for First Nations communities.
- Experience in housing development and/or real-estate portfolio and asset management.
- Knowledge of water/wastewater, roads, and housing infrastructure.
Working Conditions
- Combination of office and field/site work, with occasional travel.
- Valid BC driver's license required.
- OT eligible.
- Must have positive criminal record check including vulnerable sector
