The HSSEQ Officer supports MTM’s Health, Safety, Security, Environment, and Quality programs during the Operations & Maintenance (O&M) period of the Finch West Light Rail Transit (FWLRT) Project. The role ensures compliance with regulatory requirements, COR 2020 standards, MTM policies, and the Project Agreement.
This position provides on-the-ground HSSEQ oversight, coordination of inspections, incident reporting, contractor safety assurance, security protocol adherence, and environmental compliance. The HSSEQ Officer also leads and administers MTM’s training program, including onboarding, Rulebook training, PIC training, other MTM specific training topics, competency tracking, Site Docs training management, and refresher requirements for all personnel.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Health & Safety
- Support the implementation and maintenance of MTM’s Safety Management Plan and all related SOPs.
- Conduct site inspections, hazard assessments, and safety observations across the MSF, alignment, and stations.
- Assist with Job Hazard Analyses (JHAs), Pre-Job Safety Assessments (PJSAs), and verification of task-specific controls.
- Monitor compliance with PPE requirements and safe work practices.
- Participate in accident/incident investigations using MTM’s Incident Reporting Process and Site Docs workflows.
- Support emergency preparedness activities in coordination with Metrolinx (Contracting Authority) and TTC where applicable.
- Provide safety coaching, toolbox talk delivery, and worker engagement on safe behaviours.
- Ensure JHSC inspection results and committee activities align with MTM and legislative obligations.
- Lead JHSC implementation for MTM.
Security
Support implementation of physical security requirements under PA Section 4.2, including:
- Access control and key card systems
- CCTV monitoring coordination
- Intrusion detection programs (Gateway IDS, Fence IDS)
- Conduct security audits and ensure all entry/exit protocols are adhered to.
- Report and escalate criminal or threatening activities in accordance with the Project Agreement.
- Support contractor and employee security clearances and access approvals.
Environmental
- Monitor environmental compliance related to noise, waste, spill prevention, hazardous materials, and contaminated substances.
- Conduct inspections per environmental obligations and MTM environmental policies.
- Participate in spill response, environmental incident reporting, and corrective actions.
Quality Management
- Support MTM’s quality initiatives, procedures, and audit preparation requirements.
- Assist in document control compliance, ensuring policies, SOPs, and forms follow MTM’s control and retention standards.
- Conduct periodic reviews to ensure quality compliance in maintenance activities.
Contractor Safety & Oversight
Ensure contractor compliance with MTM requirements, including:
- Fitness for Duty (FFD)
- PPE standards
- Training and competency verification
- Reporting and investigation responsibilities
- Conduct field-level oversight and contractor performance monitoring.
Training & Competency Program Administration
The HSSEQ Officer will maintain and execute MTM’s full training program, including:
- Training Program Coordination
- Administer MTM’s training matrix and competency profiles for all roles.
- Schedule and track mandatory annual training, onboarding, job-specific certifications, and refresher courses.
- Maintain all training records through Site Docs and Absorb LMS, ensuring accuracy and completeness.
- Prepare monthly/annual reports on training hours and compliance for MTM leadership and ESG reporting.
Delivery & Facilitation
- Deliver internal training sessions (orientation, PPE, hazard communication, incident reporting, environmental awareness, etc.).
- Coordinate external training providers, certification bodies, and equipment-specific trainers.
Competency & Compliance
- Ensure all maintenance personnel remain compliant with legislative, COR 2020, and Project Agreement training requirements.
- Conduct skills validations as required for high-risk activities.
- Support readiness for audits, inspections, and training evidence requests.
Note: This position is fully on-site and requires a rotating schedule consisting of two-night shifts per week and three day shifts per week.
QUALIFICATIONS (SKILLS, KNOWLEDGE & EXPERIENCE)
- Diploma or degree in Occupational Health & Safety, Environmental Studies, Engineering, or related field.
- Minimum 3-5 years of experience in HSSEQ roles, ideally in transit, construction, utilities, or industrial operations.
- Knowledge of OHSA, O.Reg. 213/91, O.Reg. 851, COR 2020 standards, ISO 14001/9001 (asset), and security protocols.
- Experience with training program administration and competency-based systems.
- Strong knowledge of incident investigation processes and root cause analysis.
- Experience working with cloud-based systems (e.g., Site Docs, SharePoint).
- Excellent communication, facilitation, and coaching skills.
- Valid Ontario Class G driver's license; ability to work nights/weekends when required.

PHYSICAL DEMANDS & WORKING CONDITIONS
- Light physical effort overall. Requires close attention to detail and the ability to prioritize competing demands. General office working conditions, with regular visits required to shops and field, with associated weather, vehicle, electrical, live traffic, uneven surface, and task hazards.
Working Conditions
- Primarily field-based at Finch West MSF and the FWLRT alignment.
- Combination of indoor office work and outdoor activities in all weather conditions.
- May require after-hours response to incidents or emergencies
INDEPENDENCE, INITIATIVE, FREEDOM TO ACT
Works under the general direction of the HSSEQ Director. Performs majority of duties with minimal supervision. Exercises a high degree of initiative and independence in the execution of duties and management, co-ordination, and monitoring of the main business operation.
JOB DIMENSIONS/CONSEQUENCE OF ERROR
Errors made in the performance of normal duties could result in ineffective and inefficient use of resources. Inaccurate, incomplete, or untimely reports and information could negatively affect decisions made by MTM and Metrolinx personnel who utilize such data, causing loss of asset availability, project delays, monetary losses, or reputation loss.
Pay: $80,000.00-$90,000.00 per year
