The City of Owen Sound is seeking a skilled and detail-oriented professional to join our team as an Engineering Technologist III. Reporting to the Manager of Public Works & Engineering, this role provides technical expertise and project support for municipal infrastructure systems, with a focus on water, wastewater, stormwater, and asset management.
This position plays a critical role in supporting the planning, design, maintenance, and expansion of the City’s transportation, water, wastewater, and stormwater systems—helping ensure safe, efficient, and sustainable municipal services. This posting is for an existing vacancy.
What You’ll Do
Infrastructure Records & Asset Management

Maintain and update engineering records, standards, and drawings in AutoCAD and GIS-compatible formats.

Support the City’s asset management program by compiling infrastructure data, valuations, and capital asset information.

Coordinate with GIS staff to ensure accurate, integrated infrastructure records.

Monitor and maintain infrastructure data for roads, water, wastewater, and stormwater systems.
Engineering Analysis & Modelling

Perform modelling and analysis of municipal infrastructure systems, including water distribution, wastewater, and stormwater networks.

Support capacity planning, servicing studies, and infrastructure optimization initiatives.

Provide technical input to support capital planning and operational decision-making.
Capital Projects & Technical Support

Support and manage assigned capital projects related to water, wastewater, and stormwater infrastructure.

Prepare engineering drawings, preliminary designs, and technical documentation.

Assist with tender preparation, contractor payment certificates, and contract administration tasks.

Conduct inspections, surveys, and data collection for engineering and construction projects.
Customer Service & Collaboration

Respond to public inquiries, complaints, and technical questions related to infrastructure and development.

Prepare reports and correspondence for City staff, Council, committees, and stakeholders.

Collaborate with internal departments, consultants, developers, and external agencies.

Liaise with internal departments, consultants, developers, utilities, and external agencies
What We’re Looking For
Education & Experience
-
College diploma in Civil, Construction, Architectural, or Environmental Engineering Technology (or equivalent combination of education and experience).

Minimum five (5) years of related engineering or municipal experience.

Certified Engineering Technologist (CET), Certified Engineering Technician (C.Tech.), or EIT designation is considered an asset.

IMSA Traffic Signals certification and/or Civil Engineering degree considered assets.
Skills & Competencies
-
Strong knowledge of municipal infrastructure systems (roads, water, wastewater, stormwater).

Proficiency in AutoCAD, GIS (ArcGIS), and asset management systems.

Experience with modelling software (e.g., WaterGEMS, InfoSWMM) is an asset.

Excellent analytical, project management, and problem-solving skills.

Strong communication and report writing abilities with a customer-focused approach.
Other Requirements

Valid Class “G” driver’s licence and access to a reliable vehicle.

Ability to manage multiple priorities and meet deadlines.
- Ability to work both in an office environment and in the field, including construction sites.
Compensation & Benefits
-
Wage: $41.99-$49.43 hourly, 35 hours per week
