POSITION SUMMARY:
The Manager of Lands, Estates and Membership will deal with all projects and matters concerning, lands, estates and membership activities for the Algonquins of Pikwakanagan First Nation. Including providing direction and planning for all activities, program and services. The Manager will also provide direction and approval for all Lands, Estates and Membership initiatives. DUTIES AND RESPONSIBILITIES:
Program Management - Lands
- Providing guidance and interpretations on land management, regulations, policies and practices to Chief and Council, other departmental staff and members who use the information to ensure compliance.
- Providing guidance information and implementation on the Real Property Matrimonial Law to Chief and Council, other departmental staff and members.
- Providing advice and support to First Nation front line staff, Chief and Council and acts as the primary contact for policy clarification on all land management issues and referral services for department lands systems.
- Preparing proposal for additions to reserve, representing the First Nation in negotiations and consulting with stake holders in accordance with the Additions to Reserve Policy.
- Participating in discussion with other government departments and other levels of government on land management issues relating to new legislation (i.e. FNLMA, Indian Act amendments) and clarifying departmental positions.
- Attending training indicatives on behalf of the First Nation on program delivery methods.
- Maintaining an up-to-date land registry and survey records system for the Algonquins of Pikwakanagan according to approved lands policy and procedures.
- Coordinate basic land surveys to retrace lot lines of "band land" and CP lots as required.
- Research and coordinate land appraisal needs and requirements.
- Assisting the membership in completion of land transactions, assignments, and permits.
- Distribute information on federal government initiatives, changes and recommendations on
- Lands, Revenue and Trust through the reporting process.
- Preparing and verifying the status of land to be allotted, leased, to determine any encumbrances, vacant possession, surrender status.
- Ensuring that documents are in proper form and all statutory requirements are met, such as names, addresses, lot numbers, properly signed affidavits.
- Resolving lands disputes and offering solutions.
Oversee Estate Management:
- Responding to general questions pertaining to estates.
- Distributing information with regards to Wills and Estates.
- Prepare estates land transfer if required.
- Preparing BCR for Estates transfers
- Maintain and update estate records and systems according to approved estate policy and procedures.
- Preparing estate documentation relating to both estate and intestate deceased members.
- Determining place of residency.
- Providing advice and general information on preparation and storage of wills.
- Recording deaths and ensuring compliance with Estate Regulations.
Governance
- Act as the Commissioner of Affidavits
- Arranging and Coordinating First Nations elections and Referendums.
- Act as the Membership Registrar
- Act as the Residency Registrar
- Act as Land Registrar
- Work closely with the Council to support, assist and advice as required through the land claim negotiation process.
Human Resources Management:
- Recommends to the Executive Director the employment, promotion and termination of staff, and discipline of departmental staff.
- Provide leadership in staff development, training and team meetings.
- Ensure adequate training and supervision of all personnel as required for optimum project completion and program operation.
- Ensure that all employees under their supervision have adequate instructions; terms of reference or job descriptions were applicable.
- Conducts and ensures annual evaluations of the staff.

REQURIEMENTS:
- Post secondary degree/diploma in the field of business administration, legal or land use management, combined with two (2) years of management/supervisory experience OR
- Completion of (or enrolled in) Professional Lands Management Certification Program combined with two (2) years of management/supervisory experience.
- Demonstrated community engagement experience
- Demonstrated willingness to travel
