Position Summary
The Regional Health and Safety Specialist, Québec is responsible for leading the implementation, maintenance and continuous improvement of the health and safety management system across designated Québec operations. This position provides strategic and technical leadership to Division and facility leaders, Health & Safety Advisors and Joint Health and Safety Committees to ensure compliance with applicable legislation, company standards and recognized management-system requirements.
The role leads risk-reduction initiatives, serious-incident investigations, compliance and system audits, training programs, regulatory monitoring and performance analysis. The incumbent will regularly engage with operations, Human Resources, Environment and Corporate leadership to strengthen safety culture, prevent injuries and ensure consistent execution of health and safety strategies across the organization.
This position requires a visible field presence, sound professional judgment and the ability to influence leaders at all levels. The incumbent will also report health and safety performance, emerging risks, significant projects and improvement opportunities to senior and executive leadership.
Key Responsibilities
1. Health and Safety Management System Leadership
- Lead the development, implementation, maintenance and continuous improvement of health and safety programs, procedures and standards across assigned Québec facilities.
- Ensure programs and procedures align with company policy, applicable federal and provincial legislation, and recognized health and safety management-system requirements.
- Provide strategic direction, technical expertise and coaching to Health and Safety Advisors, facility leaders and operational teams.
- Serve as a subject matter expert and primary resource for health and safety standards, risk controls, compliance strategies and continuous improvement initiatives.
- Promote consistent application of the health and safety management system across facilities while supporting site-specific operational requirements.
- Participate in and approve the Management of Change process to assess health and safety risks, verify compliance with established standards and recommend appropriate controls before changes are implemented.
2. Risk Management, Incident Prevention and Investigations
- Lead investigations of serious injuries, high-potential incidents and significant events in collaboration with facility management and Health and Safety Advisors using approved root cause analysis techniques.
- Ensure investigations identify underlying and root causes, effective corrective actions and sustainable prevention measures.
- Review and analyze incident reports to identify trends, recurring exposures and opportunities to reduce incident frequency and severity.
- Develop, lead and monitor strategic initiatives designed to prevent injuries, improve risk controls and strengthen safety performance.
- Evaluate the effectiveness of corrective and preventive actions and verify their timely and sustainable implementation.
- Analyze health and safety data to identify trends, emerging risks and opportunities for improvement, and translate findings into actionable strategies.
3. Compliance, Auditing and Regulatory Affairs
- Plan and conduct compliance, program and management-system audits at Stella-Jones facilities.
- Assess facility performance against legislative requirements, company standards and applicable audit protocols, including COR and ISO-based systems.
- Develop clear audit reports, communicate findings to leadership and support the development and closure of corrective action plans.
- Monitor federal, provincial and regulatory developments affecting Québec operations and communicate relevant changes, risks and required actions to stakeholders.
- Provide guidance to operations on regulatory interpretation, compliance strategies and practical implementation of health and safety requirements.
- Review and approve new Safety Data Sheets (SDSs) and coordinate the annual review of facility-level SDS inventories.
4. Leadership, Training and Employee Engagement
- Develop and deliver health and safety training for Health and Safety Advisors, facility leaders, supervisors and employees.
- Maintain training content and ensure learning materials reflect current legislation, company standards, operational risks and incident trends.
- Provide coaching and support to leaders to strengthen accountability, hazard recognition, risk assessment and safe work practices.
- Support the effective functioning of Joint Health and Safety Committees and attend at least one committee meeting per quarter.
- Promote employee engagement, consultation and participation in health and safety initiatives.
- Maintain the Convergence online training structure, including content organization, assignment requirements and system integrity.
5. Field Leadership and Operational Support
- Conduct regular site visits to assess field conditions, verify implementation of programs and identify opportunities for improvement.
- Engage directly with facility leaders and employees to understand operational risks and support practical, sustainable solutions.
- Provide timely support to facilities following serious incidents, regulatory concerns, significant operational changes or emerging risks.
- Collaborate with Environment Managers to support the integration of environmental and health and safety priorities where responsibilities intersect.
- Partner with Human Resources on return-to-work initiatives, accommodation strategies and other injury-management activities, as appropriate.
- Support the consistent integration of health and safety considerations into operational planning and business decisions.
6. Performance Reporting and Continuous Improvement
- Monitor and validate health and safety key performance indicators across Canadian facilities, with a focus on Québec operations.
- Prepare monthly and annual health and safety performance reports, project updates, trend analyses and recommendations for Corporate and Executive Management.
- Track the progress and effectiveness of key health and safety projects and strategic initiatives.
- Escalate significant risks, compliance concerns, serious incidents and performance gaps to the appropriate leadership level.
- Use performance data, audit results, incident learnings and field observations to recommend priorities and drive continuous improvement.
- Assist the Director of Compliance, Health and Safety in the development and communication of executive H&S reports and urgent at large communication.
- Perform other related duties as assigned.
Qualifications and Core Competencies
Education and Professional Credentials
- University or college education in Occupational Health and Safety, Industrial Hygiene, Environmental Health, Engineering or a related discipline; an equivalent combination of education and experience may be considered.
- Minimum of eight years of progressive experience leading health and safety programs and conducting audits in an industrial, manufacturing or comparable high-risk environment.
- Professional designation such as CRSP, CSP or equivalent is considered an asset.
- Valid Québec driver’s licence and ability to travel regularly to Stella-Jones facilities.
Technical Expertise
- Strong knowledge of Québec and Canadian occupational health and safety legislation, regulatory requirements and accepted industry practices.
- Demonstrated experience developing, implementing and maintaining health and safety management systems.
- Experience with compliance, program and management-system audits, including COR, ISO or comparable audit protocols.
- Proven experience leading serious-incident investigations, root-cause analysis and the development of effective corrective and preventive actions.
- Experience with Management of Change processes and risk assessments.
- Demonstrated ability to analyze health and safety data, identify trends and develop evidence-based prevention strategies.
- Experience developing and delivering training to employees, supervisors, managers and senior leaders.
- Strong understanding of industrial hazards, including machinery, mobile equipment, lockout/tagout, working at heights, hazardous materials and contractor management.
- Knowledge of the wood-treatment, lumber or manufacturing industry is an asset.
- Proficiency with Microsoft Office, including Word, Excel and PowerPoint, and experience with online training or health and safety management systems.
