Position: Full Time HIS Change Management Architect
Hours of Work: 37.5 hrs/week

Position Summary :
Reporting to the Director, Technology, Biomed and Cybersecurity, the HIS Change Management Architect plays a critical role in ensuring the strategic direction, governance, stability, security, and continuous improvement of the Hospital Information System (HIS). The HIS Change Management Architect is responsible for the architecture, integration, lifecycle management, and operational governance of the organization's Oracle Cerner Millennium environment and supporting technology ecosystem. This role oversees the planning, assessment, implementation, and monitoring of system changes across multiple domains (PROD, CERT, MOCK, BUILD, TRAIN), ensuring changes are executed safely, efficiently, and with minimal impact to clinical operations. Working across application architecture, integration services, database platforms, infrastructure, and clinical workflows, the Architect ensures that system enhancements, upgrades, fixes, and releases are properly evaluated, tested, governed, and aligned with organizational priorities and patient care objectives. The Architect leads the coordination of design, testing, integration, release management, and maintenance activities across the HIS ecosystem. In collaboration with Oracle Cerner and internal stakeholders, the role develops and executes domain strategies, including multi-site deployment models, while providing oversight of change control, issue management, system performance, interoperability, and overall platform health. The Architect serves as a trusted advisor to clinical, operational, and technical teams, providing leadership in complex problem resolution, risk management, and strategic planning to ensure the HIS remains secure, reliable, scalable, and aligned with WRHN's digital health objectives.
Position Requirements:
· Undergraduate degree in Computer Science, Health Informatics, Computer Engineering, Information Systems, or a related discipline preferred.
· Minimum 5 years of experience supporting Oracle Cerner Millennium or comparable EMR/EHR platforms within a healthcare environment.
· Strong hands-on experience with Oracle Cerner architecture, including multi-domain environments (PROD, CERT, MOCK, BUILD, TRAIN).
· Experience with healthcare integration technologies and standards, including HL7, FHIR, APIs, and interoperability frameworks.
· Experience developing reports, queries, and troubleshooting using SQL and Cerner Command Language (CCL).
· Strong understanding of Oracle database architecture and its role within the Cerner Millennium ecosystem.
· Demonstrated experience managing change control, release management, and domain governance in complex enterprise healthcare environments.
· Proven ability to troubleshoot and resolve complex issues across application, integration, database, and infrastructure layers.
· Experience working in 24/7 mission-critical environments where system availability directly impacts patient care.
· Experience supporting multi-site healthcare organizations and managing complex cross-functional initiatives.
· Knowledge of Citrix and virtual application delivery environments.
Preferred Requirements:
· Experience with Oracle Cloud Infrastructure (OCI) or other cloud-hosted healthcare platforms is considered an asset.
· Clinical informatics experience or a strong understanding of clinical workflows and healthcare operations is considered an asset.
· Experience working with vendor-managed healthcare information systems and collaborating with external vendors, preferably Oracle Cerner.
· Exceptional written, verbal, presentation, and report-writing skills, with the ability to communicate complex technical concepts to both technical and non-technical audiences.
· Demonstrated ability to build collaborative relationships and work effectively across clinical, operational, technical, and leadership teams.
· Strong analytical, organizational, problem-solving, and strategic thinking skills.
