MINIMUM FORMAL EDUCATION/TRAINING:
- University degree or college diploma in Business Administration, Public Administration, Operations Management, Facilities Management, Project Management, or a related field is preferred.
- An equivalent combination of education, training, and progressively responsible operational or administrative experience may be considered.
- Training or coursework related to operational management, facilities coordination, procurement, organizational systems, project coordination, or workplace safety is considered an asset.
EXPERIENCE:
- Minimum 5–7 years of progressively responsible experience in operational, administrative, facilities, or service coordination roles within a complex organizational environment is required.
- Demonstrated experience coordinating administrative operations, operational workflows, facilities-related activities, or service delivery functions is required.
- Experience hiring, supervising, coaching, and evaluating staff is required.
- Experience addressing employee relations issues, attendance management, and performance concerns is required.
- Experience participating in recruitment, workforce planning, and organizational design activities is required.
- Experience supervising administrative or operational support staff, including assigning work, monitoring workloads, and supporting staff development is required.
- Experience coordinating operational logistics, organizational systems, inventories, supplies, storage areas, or shared resources is required.
- Experience supporting facilities-related activities including office moves, workplace setups, space coordination, furniture placement, or infrastructure-related activities is required.
- Experience reviewing operational requests and identifying practical, organized, and resource-conscious solutions is required.
- Experience coordinating procurement activities, reviewing expenditures, and exercising financial or purchasing authority within established operational or institutional guidelines is required.
- Experience coordinating operational projects, workflow improvements, or administrative process enhancements is required.
- Experience working within a large public-sector, healthcare, or post-secondary environment is considered an asset.
- Familiarity with University of Manitoba administrative systems, procurement procedures, and operational policies is considered an asset.

FACILITIES, SPACE ORGANIZATION & INFRASTRUCTURE MANAGEMENT
- Develops short- and long-term facilities, space utilization, and infrastructure plans to support College priorities and operational requirements.
- Leads planning and implementation of facilities improvement initiatives, renovations, workspace reconfigurations, and organizational projects.
- Develops recommendations regarding facilities priorities, space utilization, infrastructure improvements, and workplace enhancement initiatives.
- Coordinates and oversees contractors, vendors, consultants, and service providers to ensure work is completed in accordance with College requirements and University standards.
- Proactively assesses workplace, facilities, furniture, equipment, storage, and technology-related concerns to identify underlying needs, evaluate existing functionality and resources, and determine practical and resource-conscious solutions prior to recommending purchases or changes.
- Coordinates facilities-related activities including office moves, furniture placement, space setups, maintenance requests, and space adjustments.
- Supports safe, functional, organized, and professionally maintained College environments through attention to space planning, workplace flow, furnishings, visual displays, consistency of shared environments, and organization of administrative, meeting, storage, and shared spaces.
- Coordinates and monitors operational activities, timelines, and implementation requirements related to renovations, facility improvements, office moves, infrastructure work, and space reconfigurations.
- Monitors College environments to identify safety concerns, accessibility issues, space-related risks, storage concerns, and hazards and coordinates appropriate corrective actions.
- Liaises with Physical Plant, Space Planning, Security Services, and Information Technology Services regarding facilities and operational matters.
- Manages organization and maintenance of storage areas, shared resources, furnishings, and equipment, including hands-on setup, movement, assembly, and space reconfiguration activities as required.
- Responds to issues affecting facilities, infrastructure, or day-to-day College operations and escalates concerns as appropriate.
- Implements safety procedures and building-related requirements in accordance with University policies.
- Chairs the Local Area Safety and Health (LASH) Committee and coordinates inspections, safety reporting, and follow-up activities.
OPERATIONS, ADMINISTRATIVE SERVICES & STAFF LEADERSHIP
- Leads recruitment activities including development and review of job descriptions, interviewing, evaluating, and selecting candidates.
- Conducts performance reviews and provides coaching, mentoring, and professional development opportunities for staff.
- Approves vacation, attendance, and leave requests in accordance with operational requirements and University policies.
- Ensures appropriate onboarding, orientation, and training is provided and documented for staff.
- Addresses employee relations concerns, workplace conflicts, and recommends appropriate resolutions in consultation with Human Resources as required.
- Initiates and follows through on progressive discipline processes in consultation with Human Resources and the Director, Operations & Administration.
- Recommends workforce planning activities, staffing levels, reporting relationships, and organizational structure changes to support operational effectiveness.
- Provides direction and guidance to employee engagement committees and working groups to support planning and delivery of College-wide events and activities.
- Oversees day-to-day administrative and operational support activities across College units.
- Supervises administrative support staff, including assigning work, establishing priorities, monitoring workloads, and supporting staff performance and development.
- Implements administrative procedures, workflow practices, and service standards established by College leadership.
- Monitors workflows and administrative processes to support consistent and timely service delivery.
- Identifies inefficiencies, operational issues, and organizational gaps and recommends practical improvements.
- Develops, maintains, and improves administrative systems, shared organizational tools, tracking processes, inventories, and file organization practices to support efficient and consistent College operations.
- Oversees organization of supplies, storage systems, inventories, shared resources, and administrative environments to maintain functional, efficient, and well-organized College spaces where materials and resources are consistently structured, accessible, and appropriately maintained.
- Exercises sound judgment in reviewing operational requests and identifying organized, practical, and resource-conscious solutions that support functional and efficient workplace environments.
- Coordinates day-to-day logistics, service activities, and hands-on operational support requirements.
OPERATIONAL FINANCIAL MANAGEMENT
- Acts as delegated signing authority for designated operational FOPs in accordance with University financial and procurement procedures.
- Monitors operational expenditures related to administrative services, facilities operations, supplies, equipment, and service contracts.
- Develops annual operational budget recommendations and forecasts for assigned operational portfolios.
- Provides recommendations regarding operational spending priorities, resource requirements, and budget utilization.
- Reviews financial information and expenditure trends to support informed operational decision-making.
- Reviews and approves operational purchases and procurement requests within delegated signing authority to ensure appropriate resource utilization, budget alignment, and compliance with University procurement procedures.
- Manages purchasing activities, operational orders, and service-related expenditures associated with College operations.
- Monitors tracking of operational expenses and preparation/review of financial summaries, reports, and reconciliations.
- Coordinates resource planning and purchasing activities to maintain organized and efficient operational environments.
- Identifies non-standard expenditures, process concerns, or purchasing irregularities and escalates issues appropriately.
- Implements practical and resource-conscious decision-making through effective assessment of operational requirements and existing resources.
- Other duties as assigned.
