Description of Position
The Property Manager is responsible for the overall management, coordination, and oversight of Community Living Mississauga’s properties, vehicles, and other assets. Reporting to the assigned Director, this position ensures all facilities are maintained in a safe, compliant, and operationally effective condition while supporting the efficient use of organizational resources.
In addition to operational responsibilities, the Manager is expected to mentor and model Community Living Mississauga’s Vision, Mission, Philosophy, and Values, and to integrate these principles into daily operations. The role ensures that all interactions with people supported, staff, contractors, and external parties reflect the organization’s values, philosophy, and commitment to respectful and inclusive service.
Description of Duties
Coordinate and oversee maintenance, renovation, and construction activities across all agency-owned and operated properties.
Lead procurement activities including purchasing, contracts, quotations, and tendering in accordance with agency policies and funding requirements.
Develop project scopes, schedules, and work plans in collaboration with Directors, Managers, and site staff.
Oversee contractors and vendors to ensure quality workmanship, compliance with safety standards, and adherence to contractual obligations.
Ensure compliance with all applicable legislation and standards including the Ontario Building Code, Fire Code, AODA, Electrical Safety Authority requirements, municipal bylaws, and occupancy standards (including B3 homes).
Lead the agency’s Fire Safety Program including inspections, testing, maintenance, documentation, and coordination with external authorities.
Conduct property inspections and risk assessments and ensure corrective actions are implemented in a timely manner.
Develop and maintain preventative maintenance and lifecycle replacement programs for buildings, systems, vehicles, and assets.
Oversee the acquisition, maintenance, and ongoing safety of agency vehicles, including monitoring recalls and ensuring corrective actions are completed, and supporting planned maintenance and replacement programs.
Maintain accurate records and reporting using Maintenance Care, including service requests, inspections, warranties, and capital planning documentation.
Qualifications
Post-secondary degree or diploma in Facilities Management, Property Management, Construction Management, Engineering Technology, Business Administration, or related field (or equivalent experience)
A minimum of 3 years of property maintenance/management experience
Must have a Valid Ontario Driver's License (Class G or G2) and access to a reliable vehicle and Liability Insurance
Demonstrated knowledge of all provincial and local bylaws, regulations, guidelines, related to Ontario Building Code, AODA, Electrical Safety Authority and Fire Code, with specific B3 occupancy implications
Demonstrated ability to apply leadership, effective negotiation and delegation skills
Excellent analytical, interpersonal and communication skills (oral and written)
Highly organized, self-starter and attention to detail
Ability to analyze job estimates
Ability to establish and maintain excellent rapport with managers, employees,
Proficient with PC computer environment; MS Office (Word, Excel, Outlook, etc.)
Responsible for responding to emergencies related to property matters on a 24-hour basis; weekly hours are 40 hours per week
Current valid First Aid/CPR certificate is required
Demonstrated experience or proficient in using “Maintenance Care” – a Computerized Maintenance Management System
Have an understanding and appreciation of diversity, equity and inclusion principles, and an ability to work respectfully with diverse people
Membership in a property management association (Building Owners & Manager Association, Association of Condominium Manager of Ontario, etc.) is an asset
Fluent in French (or additional second languages) an asset
Preferred Certifications (Assets but not required)
Certified Property Manager (CPM); or Registered Condominium Manager (RCM); or Building Environmental Systems (BES)
