Position: Housing Manager

Department: Housing – Administration Pillar

The Organization:

Skwlāxte Secwepemcúĺecw (SteS) is traditionally known as Skwlāx, which translates to Black Bear in Secwépemctsín, the traditional language. SteS has a unique vision and drive; the Band has not only led the way in tourism within the Shuswap, but it has also led the way in economic development. The creation of Quaaout Lodge, Talking Rock Golf, Le7ka Spa, and Little Shuswap Gas Station has helped promote Secwepemc culture, and allowed the SteS people to develop world class accommodation and leisure activities. The governance structure of SteS is unique and forward-looking, divided into four distinct sectors:

Administration

Covering programs and services for Band members

Wellness

Responsible for the overall health and wellness of the community

Territorial Stewardship

Addresses title and rights issues and external government-government relations

Economic Development

Oversees the business operations of the community and works to promote a strong, resilient economy for the community. Strong management and leadership with clear vision and an excellent team of committed employees make up the engine that drives the community forward

The Opportunity:

Under the direction of the Executive Director of Administration, the Housing Manager will assume responsibility for the management and daily operations of LSLB’s Housing Department. This will include the management of Band owned rental property, CMHC rental property, Elder rental units, private mortgaged housing, and privately-owned housing. The RPM will also be responsible for actioning and coordinating renovations related to health and safety, lifecycle rehabilitation and energy efficiency and accessibility improvements and project management for new home construction.

Requirements:

· Minimum Grade 12 or equivalent

· Minimum 2 years experience with Indigenous housing

· Minimum 2 years supervisory/management experience

· Excellent interpersonal and communication skills – written and spoken

· Capable of coordinating trades, suppliers, inspection authorities, in a timely manner

· Capable and experienced in budget preparation and management

· Capable with obtaining competitive bids

· Computer proficiency with Word, Teams, OneDrive, SharePoint, Excel, and Microsoft Outlook, Adagio – accounting program is an asset

· Housing Management certificate an asset

· Experience in building/contracting trade(s) an asset

· Experience supervising employees an asset

· Experience in policy development an asset

· Respectful and inclusive of individual, family, and community

· Understanding of the current and historical culture of the Secwepemc Nation is an asset

Ability to commute/relocate to Chase, BC or surrounding areas or plan to relocate before starting work (a must)

Duties and Responsibilities (include but not limited to):

· Manage the Housing Department in accordance to SteS Housing Policy and direction provided by the SteS management team and leadership,

· Provide direction and supervise Housing Department staff (including maintenance, administrative, and clerical staff that may be shared with other departments),

· Drafting, implementing and making recommendations to refinement of existing policies related to housing,

· Seek and manage funds from Indigenous Services Canada (ISC) or other funding sources for governance and capacity building programs and capital funding needed to support LSLB’s Housing Program.

· Contract and work with the relevant inspectors (Environmental Health Officer, Remediator and Building) for housing and renovations,

· Work with the Finance Department to prepare annual budget, manage funds and produce required housing reports,

· Prepare tenders for housing projects as required,

· Meet all internal and external reporting requirements, ensuring that all reports are complete, accurate, and on time,

· Tenant relations including the preparation and administering of agreements, completion of move-in and move-out inspections, resolution of property damage/abuse of the premises by the occupants/guests or other related issues, taking rental applications,

· Coordinate the implementation of repairs and maintenance carried out on all Band owned housing, monitor progress and track expenses,
