The Opportunity:
The City of Red Deer is currently recruiting for an HRIS Data Analyst to fill a permanent full-time position. The HRIS Data Analyst provides support for the administration, maintenance, reporting, and continuous improvement of The City’s Human Resources Information System (HRIS) systems and workforce data processes. The role supports the department with data entry, data integrity, reporting and analytics, system and process optimization, and stakeholder training while delivering actionable workforce insights that support operational, strategic, and legislative requirements. The position works collaboratively with the HR Systems Specialists, to provide accurate workforce information to support operational and legislative requirements. The position works collaboratively across departments to support HR processes, system-related initiatives, and day-to-day operational needs.
Top Key Responsibilities:
- Provide day-to-day support and administration of the HRIS, including data maintenance, system troubleshooting, user support, and ensuring data integrity and security.
- Develop, maintain, and analyze HR data reports and dashboards to support decision-making across workforce planning, budgeting, and operations.
- Monitor and audit HR and payroll data for accuracy, consistency, and completeness, and reconcile discrepancies across systems.
- Identify and implement process improvements related to HR systems, reporting, and data management, supporting continuous improvement initiatives.
- Collaborate with HR, IT, Finance, and other stakeholders to deliver reporting solutions, provide system training, and support strategic and operational initiatives.
As our preferred candidate, you will have:
- Diploma or degree in: Business Administration, Human Resources, Information Systems, Data Analytics or a related field
- Equivalent combinations of education and experience may be considered.
- 3 years of progressively responsible experience in HRIS administration, workforce analytics and reporting, business intelligence.
- Experience in a municipal, public sector, unionized, or regulated environment is considered an asset.
- Familiarity with payroll systems and workforce data structures would be considered an asset.
- Strong proficiency in:
- Microsoft Excel (pivot tables, formulas, data validation)
- Power BI, Tableau or similar visualization tools
- SQL or database querying would be an asset.
- Experience working with HRIS systems such as Oracle HCM, Workday would be considered an asset.
- Knowledge of collective agreements and unionized workforce environments would be an asset.
- Experience supporting system implementations or upgrades would be an asset.
- Understanding of data governance, privacy legislation, and records management practices.
- Strong analytical and problem-solving skills.
- High attention to detail and data accuracy.
- Ability to manage multiple priorities and deadlines.
- Strong written and verbal communication skills.
- Ability to work collaboratively with technical and non-technical stakeholders.
Understanding of confidentiality requirements related to employee information.

Remuneration: $41.28 to $43.45 per hour.
Hours of Work: 75 hours biweekly, Monday to Friday; some evening and weekend work may be required when needed.
