About the position

Duties
As Senior Manager, Physical Security, you provide strategic leadership for integrating physical security across major capital projects and operations within the parliamentary precinct. You ensure security strategies, controls, and governance are risk‑informed, consistently applied, and aligned with parliamentary policies, directives, and standards.

You lead collaboration with internal partners, external agencies, consultants, and service providers to identify security gaps, drive mitigation strategies, and embed physical security throughout project design, construction, and operational readiness. You also provide strategic leadership, guidance and/or advice to Security Working Groups and governance forums, supporting informed decisions on zoning, access control, surveillance, intrusion detection, and perimeter security.

In addition, you oversee the implementation and continuous improvement of physical security policies, standards, and procedures, adapting to evolving threats. Through leadership of risk assessments and security strategy development, you help protect parliamentarians, staff, visitors, and critical infrastructure while balancing security, accessibility, and operational effectiveness.

Work environment
The Parliamentary Protective Service (PPS) is a separate and distinct organization not subject to the Public Service Employment Act. It has its own classification, compensation system, and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

Conditions of employment

All candidates must obtain both a Site Access Clearance and a PPS Enhanced Reliability Status with Top Secret clearance.

To initiate the PPS security screening process, candidates will be required to complete a personal history questionnaire, a pre-interview questionnaire, and undergo fingerprinting.

The security screening process involves a comprehensive background investigation to assess the candidate’s reliability, honesty, trustworthiness, loyalty to Canada and reliability as it relates to that loyalty. This security screening investigation includes, but is not limited to, a loyalty assessment, law enforcement verifications, financial verifications, internet inquiries, as well as personal and employment reference checks. Candidates will also be required to participate in a security screening interview, which will cover a range of topics relevant to assessing their overall reliability, honesty, trustworthiness, loyalty to Canada and reliability as it relates to that loyalty.

Candidates should be aware that participation in, or completion of, the recruitment process does not guarantee eligibility for a PPS security screening. Security screening is conducted as a separate process, and the outcome may be influenced by several factors, including the length of time an individual has resided in Canada and the resulting ability to verify required background information. Interactions with law enforcement, credit history, personal associations, and other relevant security considerations may also affect a candidate’s eligibility to be granted the required security screening level and may influence the time needed to complete the security screening process.

Candidates who do not meet the security screening requirements will not be granted the required security screening level and will therefore be removed from the hiring process as it is a condition of employment.

Successful completion of a post-secondary educational program or an acceptable combination of education, training and experience relating to physical security systems, equipment, and programs.

E1 – Recent* and significant** experience providing strategic leadership and oversight for physical security programs, initiatives, or portfolios within complex, high-risk, or high-profile environments.

E2 – Recent* and significant** experience directing the integration of physical and technical security requirements into major capital projects, renovations, or long-term infrastructure programs.

E3 – Significant** experience providing authoritative security advice and recommendations to senior management through formal governance mechanisms, including written products such as briefing notes, decision records, presentations, and reports.

E4 – Significant** experience managing and sustaining relationships with internal and external stakeholders, including real property organizations, security partners, consultants, and other government departments or agencies, to advance physical security outcomes.

E5 – Significant** experience overseeing physical security policies, standards, procedures, or programs, including compliance, continuous improvement, and adaptation to evolving threat and operational environments.

E6 – Experience in managing human resources*** and financial resources****.

DEFINITIONS:

Recent means within the last five (5) years.

**Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over a period of a minimum of eight (8) years.
***Human resources are defined as supervised staff, assigned work and managed a work unit. This experience is normally acquired over a period of a minimum of three (3) years.
**** Financial resources are defined as a combination of monitoring and making recommendations for financial resources (such as budget planning/forecasting, establishing and implementing contracts, forecasting, and reporting) as well as authorizing financial transactions.
