Who Are We:
Peterborough Youth Services (PYS) is a non-profit social service agency offering a range of services for youth primarily in two programming streams: Children’s Mental Health and Youth Justice. Our Community Response Team provides mobile crisis, parent/caregiver support and case management services to youth and caregivers between 10 - 18 years of age. Our Clinical Counselling Team provides brief, time-limited and longer-term therapeutic counselling for young people between the ages of 10 to 18. PYS Youth Justice programs provide targeted family support, directed counseling and rehabilitation services for youth involved in the Justice system. Our Day Treatment program serves complex youth struggling with anxiety, depression, suicidality and family conflict.

Position Summary:
The Program Supervisor provides day-to-day leadership, coordination, and operational oversight for Youth Justice and Child and Youth Mental Health programs. The role is responsible for ensuring the delivery of high-quality, evidence-informed, developmentally appropriate, and individualized services that meet the diverse needs of children, youth, and families.
Working within a unionized, multidisciplinary environment, the Program Supervisor provides clinical and administrative supervision, coaching, consultation, workload coordination, and performance support to frontline staff. The Supervisor fosters a collaborative, inclusive, and accountable team culture while promoting best practices, continuous learning, and compliance with organizational policies, legislative requirements, and professional standards.
In partnership with the Program Manager, the Program Supervisor contributes to program planning, service development, quality improvement initiatives, documentation oversight, risk management, policy implementation, budget and resource monitoring, and program evaluation. The role also identifies emerging community needs, supports innovative and integrated service delivery, and develops strong relationships with community partners to enhance service coordination and improve outcomes for children, youth, and families in alignment with the mission and strategic priorities of Peterborough Youth Services
Knowledge, Skills & Abilities
- Strong knowledge of youth mental health, youth justice, relevant legislation, and evidence-informed practices, including CBT, criminogenic risk factors, and therapeutic interventions.
- Knowledge of assessment tools, clinical interventions, and evidence-informed approaches, with the ability to support consistent practice.
- Demonstrated leadership, clinical supervision, staff coaching, ethical decision-making, and team development skills.
- Commitment to trauma-informed, anti-racist, anti-oppressive, culturally responsive, culturally safe, and client-centred practice.
- Strong organizational, administrative, quality improvement, and project management skills, including reporting, service planning, budgeting, and outcome monitoring.
- Excellent communication, relationship-building, and stakeholder engagement skills.
- Ability to assess and manage risk, respond to crises, maintain confidentiality, and ensure compliance with legislation, policies, and ethical standards.
- Ability to manage competing priorities and make sound decisions in a fast-paced environment.
- Proficiency with Microsoft Office, client databases, and other relevant technology.
Education
· Bachelor’s degree in social work, Psychology, Criminology, Child and Youth Care.
· Master’s Degree, such as MSW or MBA preferred.
· Registration or eligibility for registration with a relevant professional college (e.g., OCSWSSW, CRPO)
Experience
· Minimum 5 years’ experience in mental health and/or youth justice counselling, overseen by a qualified supervisor. Or a combination of education and experience.
· Minimum 3 years of experience in a clinical lead or management role. Preferably in non-profit management or community-based program management.
· Experience related to youth justice system an asset.
