Position Overview
A growing organization within the construction and infrastructure sector is seeking an experienced Health, Safety & Environment (HSE) Manager to lead the development, implementation, and continuous improvement of its health, safety, environmental, and quality management initiatives.
Reporting to senior leadership, this role is responsible for establishing strategic direction, driving regulatory compliance, maintaining management system certifications, and fostering a culture of safety excellence across multiple business units and project sites.
Salary: $90,000 - $135,000
Key Responsibilities
Leadership & Team Development
- Provide leadership, coaching, and mentorship to HSE team members across multiple locations.
- Establish clear objectives, performance expectations, and development plans for direct reports.
- Promote collaboration, accountability, and alignment between field operations and HSE programs.
- Ensure HSE personnel have the resources, training, and support necessary to perform effectively.
Health, Safety & Environmental Strategy
- Develop and execute organizational HSE strategies aligned with corporate objectives and industry best practices.
- Lead the continuous enhancement of integrated health, safety, environmental, and quality management systems.
- Serve as the primary advisor to senior leadership on HSE-related matters, emerging risks, and compliance requirements.
- Drive initiatives that strengthen organizational safety culture and employee engagement.
Compliance, Auditing & Management Systems
- Ensure compliance with applicable occupational health and safety, environmental, and regulatory requirements.
- Maintain and continuously improve management systems supporting recognized industry standards and certifications.
- Oversee internal and external audits, ensuring timely completion of corrective and preventive actions.
- Monitor legislative changes and emerging industry trends, recommending updates to policies and procedures as required.
- Lead certification maintenance and continuous improvement initiatives related to health, safety, environmental, and quality programs.
Program Development & Risk Management
- Oversee the development and implementation of hazard identification, risk assessment, incident management, and corrective action programs.
- Ensure effective processes are in place for incident investigations, root cause analysis, and organizational learning.
- Analyze performance metrics and trends to identify opportunities for proactive risk reduction and operational improvement.
- Collaborate with operational leaders to integrate safety considerations into planning, scheduling, and project execution activities.
- Develop strategies to improve both leading and lagging HSE performance indicators.
Training & Culture
- Direct the development and delivery of safety training, orientation, and competency programs.
- Ensure employees, supervisors, and contractors maintain required certifications and qualifications.
- Promote employee engagement and participation in safety initiatives through communication, coaching, and leadership visibility.
- Champion continuous improvement and innovation in safety practices across all areas of the business.
Reporting & Continuous Improvement
- Prepare and present regular reports to executive leadership outlining HSE performance, compliance status, trends, and strategic recommendations.
- Establish and maintain systems for tracking key performance indicators and organizational objectives.
- Lead continuous improvement initiatives aimed at enhancing operational effectiveness and reducing organizational risk.
- Ensure accurate documentation and record management related to audits, inspections, incidents, training, and compliance activities.
Qualifications
- Post-secondary education in Occupational Health and Safety, Environmental Management, Engineering, or a related discipline.
- Minimum 7 years of progressive HSE leadership experience, preferably within construction, infrastructure, industrial, manufacturing, or related environments.
- Demonstrated experience leading health and safety teams and influencing organizational culture.
- Professional designation such as CRSP, CSP, or equivalent certification strongly preferred.
- Knowledge of COR, ISO management systems, and audit methodologies.
- Experience managing integrated quality, health, safety, and environmental management systems.
- Strong understanding of occupational health and safety legislation, workers' compensation programs, and regulatory compliance requirements.
- Proven experience overseeing incident investigations, risk management programs, audits, and corrective action processes.
- Exceptional leadership, communication, stakeholder management, and relationship-building skills.
- Strong analytical, strategic thinking, and problem-solving capabilities.
- Proficiency with Microsoft Office applications and HSE management software platforms.
Work Environment
This is a full-time leadership position that combines office, field, and project site responsibilities. Regular travel to operational locations and project sites may be required.
