Established in 1976 the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation governed post-secondary institution. Recognized under provincial legislation, the Institute has been conferred authority to grant certificates and diplomas. SIIT welcomes over 2000 students into our urban and community programs annually as well as serving over 6000 clients through our nine Career Centers across the province. The Saskatchewan Indian Institute of Technologies is playing a significant role in Saskatchewan's economic future. You can contribute to that success while building your career.

Nature and Scope

The Program Officer serves a key role in supporting the goals and outcomes of the Joint Training Committee (TI) department and specifically apprenticeship training initiatives. This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.

General Accountability

The Program Officer is accountable for assisting coordination of training initiatives with First Nation communities and SIIT locations across Saskatchewan. The incumbent supports the Program Coordinator with coordination of programs from start to finish, including administration, recruitment of students, and completing program evaluations.

Specific Accountabilities

The Program Officer is the administrator of Saskatchewan ApprenticeshipTrade Certification MyATC Platform. This includes assisting all potential SIIT apprentices with the multi-step registration process and approval process within the MyATC Platform. This position will ensure smooth, coordinated and efficient operation, maintenance, and promotion of JTC programs, as well as support the Dean, Program Head and Coordinators in the data collection, reporting, and analysis of the department. This position provides additional support as required and includes the following accountabilities:

Coordination, MonitoringAcademic Administration

Identifies, initiates, and supports the coordination of various apprenticeship training programs for the Institute and Bands/Tribal Councils as requested
Assist with the planning, implementation, and evaluation of activities that attract First Nations communities to SIIT programs within the province while collaborating with various departments
Assist in the monitoring of various Apprenticeship training programs for Bands/Tribal Councils as requested
Ensure the training program meets the needs of the Band/Tribal Councils and stakeholders where applicable
Work closely with relevant personnel and departments to ensure smooth operations, including academic calendar planning, internal and external appraisals, joint student recruitment/orientation opportunities, and joint workshop initiatives for Instructors
Assist Instructors, when required, to ensure students adhere to SIIT's Academic policies
Prepare and submit reports to internal and external stakeholders as required; participate in graduate follow-up surveys
Liaise with students, Instructors, stakeholders and partners to respond to inquiries related to academic regulations, student records, programs and calendars while adhering to privacy legislation and SIIT policy
Work closely with the Registrar's office on required and applicable documentation as it relates to the learner
Initiate and complete program information and applicable forms
Facilitate academic accommodations process with apprentices with SATCC and SIIT Learning Services

PartneringReporting

Collaborate with Bands, Tribal Councils and other agencies while strengthening linkages between SIIT and First Nations communities
Work closely with the SATCC (Saskatchewan Apprenticeship and Trade Certification Commission) and other stakeholders to maximize the effectiveness of the JTC, T&I, and SIIT as a whole
Assist in the operation and maintenance of the SIIT JTC database
Assist the JTC coordinator in managing both urban and rural-based apprentices in the JTC as per regulations set out by the SATCC; this includes collecting all documentation required by the SATCC
Assist the JTC coordinator in the delivery of apprenticeship training as related to the SIIT JTC
Promote trade employment, careers and apprenticeship by leading, attending and supporting applicable events
Work collaboratively with SIIT Registrar to ensure all learners are registered, and credits are accumulated as applicable
In collaboration with the Finance Department, Dean, Program Head, and the JTC coordinator assist development of contracts and budgets with outside parties for programs and services
Develop, promote and maintain positive working relationships with Bands, Industry, Tribal Councils, FSIN, funding institutions, and other institutes and partners, in order to meet community, professional, development and educational needs
Investigate and report on potential external relationships and opportunities including partnerships that could benefit the department

Resource Allocation

Assist in the monitoring of budgets for all programs as requested
Ensure sufficient resources are available to deliver the training
Ensure resources are allocated in accordance with the financial planning and operating budget

Required Qualifications and Experience:

A minimum of three (3) years of administrative experience, including demonstrated proficiency with the Microsoft Office Suite and data management systems.
A Journeyperson Certification and/or post-secondary education in a relevant field is considered an asset.
Experience working within a post-secondary education environment, along with knowledge of the Saskatchewan Apprenticeship system is considered an asset.
Knowledge of First Nations cultures, communities, and organizations is considered an asset.
A valid driver's license and access to reliable transportation are required, as travel is a component of this role.
An equivalent combination of education and experience may be considered.

As this position is considered safety sensitive, the incumbent will be subject to testing as per SIIT's Alcohol and Substances policy.
