This position is a CUPE 859 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.
Under the supervision of the Operations Superintendent (Weekends), this position oversees and directs the activities of the Water Operations workgroup on weekends, including operation, inspection and maintenance of the water distribution network to ensure reliable operation and safe water.
- Supervises, schedules, trains, directs and evaluates, including completion of annual performance evaluations, all assigned staff engaged in the operation, inspection and maintenance of water distribution system.
- Ensures that work activities are performed in accordance with all applicable standards, specifications, methods, policies and regulations. Assists with the development of standards and specifications.
- Ensures that equipment and materials are ordered, received and in place prior to starting any activities. Assists with development of specifications, review and selection process for the purchase of equipment, materials, products and services.
- Assists with the development and implementation of annual plans, operational procedures, training programs and approaches. Participates on program planning and review teams.
- Assists with documentation, planning and implementation related to materials, equipment and methods.
- Maintains comprehensive records, manual and electronic, of the operation, inspection and maintenance performed.
- Reviews and analyzes operation, inspection and maintenance activities and recommends appropriate repair strategies and system improvements.
- Performs water quality sampling and testing and responds to water quality issues.
- Prepares written reports concerning procedures, staff, equipment and materials used in system operations, inspection and maintenance.
- Ensures that various inspection reports, daily reports, time sheets, corporate leave forms, staff injury investigation reports and vehicle and equipment accident reports etc. are completed in a timely and accurate manner.
- Supports and promotes the health and safety of employees and the general public in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards, Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures. Maintains and monitors programs which affect public health and safety.
- Responds to, and documents, oral and written enquiries and complaints.
- Performs leak correlation duties, as required.
- Assumes additional supervisory responsibilities as required.
- Performs the duties of a Supervisor VI (Sewer Operations - Weekends), as required.
- Performs the duties of a Water System Operator as required.
- Participates in on-going training, including operator certification training as directed.
- Performs other related duties as assigned.
Education, Training and Experience Requirements:
- Grade 12 education or equivalent
- Five years’ experience in water distribution system operations, inspection and maintenance including three years’ supervisory experience.
- Possession of Level 3 Water Distribution Operator Certification from the Saskatchewan Operator Certification Board.
- Must complete Level 4 Water Distribution Operator Certification from the Saskatchewan Operator Certification Board within 12 months of hire.
- Successful completion of, or ability to complete successfully, a recognized supervisor certification program.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- Possession of a valid first aid certificate, training provided upon hire.
- Possession of confined space training, fall restraint training, and H2S Awareness training.
- Possession of confined space rescue training.
- Possession of Trench Safety training.
Knowledge, Abilities and Skills:
- Demonstrated ability to plan, assign and supervise the work of subordinates.
- Demonstrated ability to mentor, lead and encourage staff to develop skills and work towards organization and departmental goals.
- Demonstrated knowledge of, and ability to follow all applicable procedures, policies, legislation, regulations, standards and specifications.
- Demonstrated ability to establish and maintain effective working relationships with the team, the public, contractors and all civic employees.
- Demonstrated ability to regularly and consistently attend work to ensure effective operations and service delivery.
- Knowledge of the materials, methods, techniques and equipment used in operating, inspecting and maintaining water distribution systems.
- Knowledge of engineering terminology and techniques related to the assigned work.
- Knowledge of water, sewer, electrical, gas, telephone and cable television subsurface installations.
- Ability to operate all applicable technical monitoring devices used in field task monitoring and data collection.
- Ability to compile technical and field data in a comprehensive manner.
- Ability to multi-task, meet deadlines, and manage several concurrent priorities.
- Demonstrated ability to communicate effectively, orally and in writing.
- Ability to perform confined entries complete with necessary fall protection equipment and air quality monitoring equipment.
- Skill in the care and use of complex office and field equipment.
Acceptable current Criminal Record Check (CRC) and Vulnerable Sector Search (VSS) upon offer of employment.
Shift and weekend work are required.
Weekly Hours: 40
Salary Range: $40.06 to $41.68 CAD per hour (2026 rates)
