Carefirst Seniors & Community Services Association is a non-profit charitable community services agency established since 1976. Our spectrum of services has grown from the delivery of Chinese meals-on-wheels service to a full range of community support services, covering the whole Greater Toronto Area.
With a staff of 500 members (including full-time and part-time staff) and the help of a pool of 850 active volunteers, we serve over 15,000 clients a year, including seniors, adults, youth with physical, social, emotional and health challenges. 3,000 of whom are "home-bound" and frail.
We are seeking an experienced and highly motivated Senior HR Coordinator / Assistant HR Manager to fill a new position at our HR team. This position is ideal for an HR professional who has strong hands-on experience across a broad range of human resources functions and is ready to take on greater responsibility in supporting both day-to-day HR operations and organizational HR initiatives.
The successful candidate will bring at least five years of progressive HR experience, with demonstrated knowledge and experience in areas such as recruitment, employee relations, benefits administration, WSIB reporting and claims management, training, HR policies and procedures, and HRIS administration.
Experience working in a long-term care, healthcare, social services, community services, or other similarly regulated environment will be considered a strong asset.

Responsibilities:
HR Operations & Administration

Support the day-to-day administration and delivery of HR programs, processes, and services.

Maintain accurate and confidential employee records and ensure HR documentation is complete and up to date.

Provide guidance and support to managers and employees on HR policies, procedures, and employment-related matters.
-
Assist with employee lifecycle activities, including onboarding, transfers, leaves, performance management, and offboarding.
Recruitment & Staffing
-
Manage and coordinate recruitment activities, including job postings, candidate screening, interviews, reference checks, offers, and onboarding.

Work closely with hiring managers to understand staffing needs and support timely recruitment.

Develop and maintain recruitment processes that promote consistency, efficiency, and a positive candidate experience.
HRIS & Process Improvement
-
Leverage the organization's HRIS to streamline, standardize, and automate key HR functions and workflows.
-
Identify opportunities to improve HR processes through technology, automation, reporting, and data management.
-
Maintain HRIS employee data and support system implementation, configuration, testing, and process improvements.

Develop and maintain HR reports and dashboards to support workforce planning and management decision-making.

Provide support and training to managers and employees on HRIS functionality as required.
Policies & Compliance
-
Assist with the development, review, implementation, and ongoing maintenance of HR policies, procedures, and guidelines.

Ensure HR practices are aligned with applicable employment legislation, regulatory requirements, and organizational policies.

Monitor legislative and regulatory changes and assist with updating HR practices and policies accordingly.

Support HR audits and compliance initiatives.
Benefits, WSIB & Employee Programs
-
Administer employee benefits programs, including enrolment, changes, terminations, and coordination with benefit providers.

Respond to employee inquiries regarding benefits and assist with resolving benefit-related issues.

Coordinate WSIB reporting and administration, including workplace injury/incident documentation and claims follow-up.

Support workplace health and safety initiatives and related HR processes.

Coordinate and maintain employee training and development records and support organizational training initiatives.
Employee Relations & HR Support
-
Provide HR support and guidance to managers on employee relations matters, attendance, performance, workplace conduct, and policy interpretation.

Assist with investigations and other employee relations matters as required.
-
Maintain appropriate documentation and ensure matters are handled fairly, consistently, and confidentially.

Participate in HR projects and initiatives as assigned.

Provide client-centered care through processing referrals, clients needs assessments and ongoing case management
-
Develop, initiate, and coordinate individualized care plans for eligible clients and provide ongoing resource management and discharge planning as appropriate
-
Dispatch and schedule workers to provide in home services; communicate effectively with clients and/or their families if a scheduling conflict arises
-
Provide supervision to Personal Support Workers, including performance management and field support
-
Provide conflict resolution between client and personal support worker where appropriate
-
Support client and caregiver by providing information and referrals to other Carefirst services or external community resources as required

Foster positive relationships with HCCSS and other referral sources to promote service awareness, increase referrals to Carefirst services and programs, and identify and build service opportunities
Qualifications:
-
Minimum 5 years of progressive and relevant HR experience, with hands-on experience across a broad range of HR functions.

Post-secondary education in Human Resources, Business Administration, or a related field.

CHRP/CHRL designation or progress toward a professional HR designation is considered an asset.

Experience in recruitment, employee relations, benefits administration, WSIB reporting and claims administration, training and development, HR policy development, and HR compliance.

Experience developing, reviewing, and implementing HR policies and procedures.

Demonstrated ability to use an HRIS to streamline, standardize, and automate HR processes, improve data accuracy, and generate meaningful HR reports.

Experience working in long-term care, healthcare, social services, community services, or a similarly regulated environment is strongly preferred.

Strong knowledge of HR best practices and ability to translate legislation and organizational policies into practical workplace processes.

Excellent communication, interpersonal, organizational, and problem-solving skills.

Ability to handle confidential and sensitive employee matters with professionalism, discretion, and sound judgment.

Strong attention to detail and ability to manage multiple priorities and deadlines independently.

Proficiency in Microsoft Office, particularly Word and Excel.

Fluent in English, and ability to speak a second language that reflects the community served, e.g. Cantonese, Mandarin, is an asset.
