Human Services Program and Policy Analyst

Posting Date: Wednesday, June 10, 2026

Starting Rate: $34.93 hourly
Salary Range: $34.93 - $38.37 hourly
Hours of Work: 35 hours per week
Classification: CUPE Inside Class 7
Status: Permanent Full-time

The Opportunity:
The Human Services Program and Policy Analyst is responsible for policy interpretation,
program evaluation, data collection and analysis, research, and reporting to support service
system planning and track key performance outcomes in one or more human services
programs, including Housing and Homelessness (HH), and Ontario Works (OW).

What you will do:
• Implement processes and develop tools related to the collection, review, and evaluation of

outcomes for assigned programs (e.g., within HH, and OW).

Produce reports and presentations for partner agencies, various working groups and District

standing committees based on the analysis of data in human services information systems.

Keep up to date with relevant legislation, legal frameworks and industry best practices to

ensure the District policies and procedures are up to date, within compliance, and aligned
with service delivery goals.

Gather and interpret relevant data, statistics, and trends to inform policy decisions, identify

client needs and support the efficient use of existing District resources through evidence-
based and data-driven approaches.

Conduct thorough analysis of work processes in human services programs to identify areas

for improvement and innovation and formulate recommendations to improve program
delivery and processes.

Use project management practices to implement program initiatives, tools, and templates.
Develop and/or utilize record keeping systems to record and monitor data (financial and

program) and monitor outcomes for District human services programs.

Assist in the development of Service Plans and other reports for programs by conducting

community engagement sessions, research and data analysis, and literature reviews.

Formulate recommendations on priority populations, programming, and service system gaps

in Muskoka.

Work with community partners on the implementation of assigned programs.
Develop and implement training guides to improve program delivery as it relates to service

data and policies.

Collaborate with internal teams, identify and support the development of meaningful training

sessions, workshops, and awareness campaigns for delivery to ensure proper
understanding and implementation of new initiatives, policies, and business practices across
programs.

Work with software technical support and subject matter experts to develop and keep up-to-

date, detailed job aides for the use of information systems within human services.

Represent the District on the provincial data and policy related working groups as required.
Coordinate and support special projects as required for the assigned portfolio.
Related duties as assigned.

What you will need:
• Graduation from a three-year post-secondary program in Public/Business Administration,

Social Sciences, Human Services or related, or equivalent combination of education and
experience.

Three to four years’ related experience in data analysis, research, and evaluation
Strong analytical, critical thinking and problem-solving skills
Experience with policy development, program implementation, and relevant legislation
Project management experience an asset
Highly developed written and oral communication skills
Demonstrated technological proficiency

Exceptional team player with strong ability to contribute positively to a team environment
