CRA's National EE Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments over six months made through this process.
Employees are required to work on-site in accordance with the CRA's requirement for on-site presence. Workplace arrangements are based on the position, work location and operational requirements, and are subject to change. Specific on-site presence requirements will be shared with candidates selected for appointment. Key Activities:
SP-05 Trust Accounts Examination Officer (SP0397):
- Organizes, schedules, and examines taxpayer's books, records, and supporting documentation pertaining to unreported income, taxable benefits, and other amounts deducted or held in trust.
- Examines accounting documents, primarily at the taxpayer's or a representative's place of business, to determine amounts outstanding with respect to the legislation administered by the Canada Revenue Agency (CRA).
- Driving to appointments in the field 4 days per week. Fieldwork will be included in the 80% work on-site requirement.
- 5-day overnight trip every 6 weeks.
- 12 overnight travel days at least once per year
- Transporting equipment weighing up to 10 kg, such as laptop computers, printers, and briefcases to the appointments.

The Canada Revenue Agency (CRA) currently has restrictions on certain hiring activities. As a result, any staffing from this process will be limited to temporary opportunities. Permanent staffing may be considered if circumstances change while this pool is still valid.

Separate pools will be created for Prince George, Penticton, Victoria, Vancouver and Surrey. Eligible candidates will be placed in the pool associated with their preferred work location, as indicated in their application.
The pool established from this staffing process may be used to staff similar positions in any CRA office located within the Western Region.
To manage application volumes, consideration will initially be limited to the first fifty (50) applicants in each location who meet the essential staffing requirements. If you have a foreign accounting designation, you must have your designation confirmed by the Chartered Professional Accountants Canada (CPA).

Essential staffing requirements
Experience:
You must have experience of no less than twenty-four (24) cumulative months within the last thirty-six (36) months in at least one of the following:
- Experience working as a SP-04 or higher in one or more of the following programs/workflows
- Trust Accounts Compliance Inventory (TCNI)
- Employer Accounts
- Corporate Assessment Processing Program
The experience gained could have been in one single program/workflow or in multiple programs/workflows combined. The candidate must have performed a majority of the expected duties and completed training.
OR
- Experience working as a SP-04 or higher in a Revenue Collections program, administering the Income Tax Act or Excise Tax Act. The candidate must have performed a majority of the expected duties and completed training.
OR
- Experience working as a SP-04 or higher in a Trust Accounts Examination program, administering the Income Tax Act or Excise Tax act. The candidate must have performed a majority of the expected duties and completed training.
OR
- Experience doing payroll, or GST for a company/organization outside of the CRA.
In lieu of any of the experience factors listed, the board will also consider the following:
- Individuals who have recently (within the last four (4) years) completed or are currently enrolled in a post-secondary program leading to a certificate, diploma, degree or professional designation in accounting, finance, bookkeeping, commerce or another related field to the position being staffed.

Essential staffing requirements:
The essential staffing requirements indicated below will be assessed during the process and may be used to identify candidates for positions.
- KornFerry - Taxpayer Contact II Test
- Accounting Level 1 – (Multiple Choice Test)
- Planning, organizing and monitoring Test
Candidates who have already achieved the required pass mark for the Accounting Level 1 test, or have successfully completed the Financials Accounting Fundamentals (FA1) or equivalent course, are exempt from taking the standardized Accounting Level 1 test.
The acceptability of the course is determined by comparing the course taken by the candidate to the courses on the transfer credits or prerequisite studies lists issued by the recognized professional accounting associations. A combination of courses may be required to be considered equivalent depending on the postsecondary institution.
If you have completed FA1 or equivalent courses, you must upload your course transcript showing that you have obtained a minimum pass mark for the course(s), by the closing date of this notice of job opportunity. Candidates who have not taken the Accounting Level 1 test, or do not have the FA1 or equivalent courses, will be invited to take Accounting Level 1 test if they are screened into the process.
