The Fleet Compliance & NSC Manager is responsible for the development, implementation, administration, and continuous improvement of APPS Cargo Terminals' National Safety Code (NSC) compliance program and commercial transportation regulatory framework.
Reporting directly to the President, this role serves as the organization's subject matter expert on transportation compliance and regulatory requirements. The successful candidate will ensure compliance with all applicable federal, provincial, and municipal regulations governing commercial vehicle operations while protecting the Company's Safety Fitness Certificate, operating authorities, and reputation.
This position works closely with Operations, Maintenance, Human Resources, and Executive Leadership to identify compliance risks, strengthen safety performance, maintain audit readiness, and support safe, efficient, and profitable transportation operations throughout the organization.
Responsibilities:
National Safety Code & Regulatory Compliance
- Administer and oversee all aspects of the Company's National Safety Code (NSC) compliance program.
- Monitor and interpret changes to transportation legislation and regulatory requirements.
- Develop, implement, and maintain compliance policies, procedures, and programs.
- Manage Safety Fitness Certificate compliance and provincial carrier profiles.
- Prepare for and coordinate regulatory audits, inspections, and compliance reviews.
- Develop and implement corrective action plans arising from audits, inspections, or regulatory findings.
Driver Qualification & Compliance Management
- Oversee driver qualification files and ensure regulatory compliance.
- Monitor driver licensing, abstracts, medical certifications, and eligibility requirements.
- Coordinate driver onboarding, road evaluations, annual reviews, and compliance assessments.
- Monitor driver performance and implement coaching, corrective action, or disciplinary measures as required.
- Ensure all driver records remain complete, current, and audit-ready.
Hours of Service & ELD Compliance
- Administer the Company's Hours of Service and Electronic Logging Device (ELD) programs.
- Monitor driver logs, ELD violations, and compliance trends.
- Investigate compliance exceptions and develop corrective action plans.
- Provide coaching and education to drivers and operational personnel regarding regulatory requirements.
- Support fatigue management initiatives and compliance performance improvement programs.
Vehicle Compliance & Audit Readiness
- Coordinate vehicle compliance programs, maintenance documentation, and inspection record management.
- Work closely with Maintenance and Operations teams to ensure vehicles remain compliant and roadworthy.
- Monitor preventive maintenance documentation and regulatory inspection requirements.
- Support facility audits, National Safety Code reviews, and roadside inspection follow-up activities.
Training & Continuous Improvement
- Develop and deliver transportation compliance training programs.
- Facilitate training related to Hours of Service, ELD compliance, cargo securement, driver qualification requirements, collision prevention, and regulatory updates.
- Develop compliance dashboards, scorecards, and performance metrics.
- Identify opportunities to improve compliance performance, reduce violations, and strengthen organizational safety culture.
- Evaluate and implement technologies that improve compliance monitoring and reporting.
Qualifications & Key Competencies:
- Minimum five years of transportation compliance management experience within the trucking or logistics industry.
- Minimum three years of leadership or management experience.
- Continuing education in transportation, safety, compliance, risk management, or related disciplines is considered an asset.
- Demonstrated National Safety Code (NSC) compliance experience.
- Thorough knowledge of British Columbia and Alberta transportation regulations and regulatory requirements.
- Comprehensive understanding of commercial vehicle regulations, driver licensing requirements, National Safety Code standards, carrier safety programs, and vehicle compliance requirements applicable to jurisdictions in which the Company operates.
- Demonstrated ability to interpret and apply transportation legislation, regulatory requirements, and industry best practices.
- Experience working with regulatory agencies, including Commercial Vehicle Safety Enforcement (CVSE), Alberta Transportation, and related enforcement authorities.
- Experience managing National Safety Code audits, Safety Fitness Certificate compliance, carrier profiles, and corrective action plans.

- Experience developing and delivering training programs.
- CRSP, CTSP, or related transportation safety designation is considered an asset.
- Strong analytical, investigative, organizational, and problem-solving skills.
- Excellent verbal and written communication skills.
- Intermediate proficiency with Microsoft Office applications and transportation management systems.
- Ability to influence stakeholders and build strong working relationships across all levels of the organization.
- Valid driver's license with a satisfactory driving record.
Hours and Location:
- Monday to Friday: 08:00 – 16:30
- Terminal Location: Calgary, AB
- Regular travel to terminals and operating locations throughout British Columbia and Alberta.
- Flexibility to respond to urgent compliance matters, regulatory audits, inspections, and investigations when required.
Remuneration:
$85,000 - $100,000 per year based on experience
