JOB SUMMARY
The Controller is responsible for overseeing the day-to-day financial operations of Bearspaw First Nation and its businesses while ensuring the integrity and accuracy of the Nation's financial records. This position provides leadership in accounting, financial reporting, budgeting, payroll oversight, internal controls, accounts payable and accounts receivable, and regulatory compliance. The Controller works closely with the Chief Financial Officer to support strategic financial planning and ensures accountability for all funding sources, including federal, provincial, and own-source revenues.
JOB DESCRIPTION
The Controller supports the financial stability and operational success of Bearspaw First Nation and its businesses by overseeing all accounting functions, financial reporting, budgeting, payroll oversight, and compliance activities. This position is responsible for maintaining strong internal controls, supporting external audits, monitoring financial performance, supervising finance staff, and ensuring compliance with applicable legislation, funding agreements, and accounting standards. The role requires strong leadership, attention to detail, analytical thinking, and the ability to maintain strict confidentiality while working collaboratively with departments across the Nation.
DUTIES AND RESPONSIBILITIES
Financial Management
· Oversee the daily operations of the Finance Department.
· Ensure accurate and timely recording of all financial transactions.
· Prepare monthly, quarterly, and annual financial statements.
· Monitor cash flow and financial performance.
· Assist with the development and monitoring of annual operating and capital budgets.
· Perform financial analysis and provide recommendations to management.
Accounting & Reporting
· Maintain the general ledger and chart of accounts.
· Ensure timely completion of month-end and year-end close processes.
· Prepare financial reports for Chief and Council, senior management, funding agencies, and external stakeholders.
· Ensure compliance with Public Sector Accounting Standards (PSAS) and Generally Accepted Accounting Principles (GAAP), where applicable.
· Oversite of bank account reconciliations.
Internal Controls & Compliance
· Develop, implement, and maintain effective internal controls.
· Ensure compliance legislation, financial policies, and audit requirements.
· Coordinate the annual external audit and prepare audit working papers.
· Assist with implementing financial policies and procedures.
· Identify financial risks and recommend mitigation strategies.
Budgeting & Forecasting
· Coordinate the annual budgeting process with department managers.
· Monitor departmental budgets and provide variance analysis.
· Prepare financial forecasts and cash flow projections.
· Support long-term financial planning initiatives.
Payroll & Finance Support
· Provide oversight and support for payroll processing.
· Ensure payroll liabilities and statutory remittances are completed accurately and on time.
· Monitor accounts payable and accounts receivable functions.
· Review and approve journal entries and reconciliations.
Leadership
· Supervise and mentor accounting and finance staff.
· Establish performance parameters and support employee development.
· Promote collaboration, accountability, and continuous improvement within the Finance Department.
· Assist with training staff on financial procedures and internal controls.
Systems & Process Improvement
· Assist with the implementation and optimization of financial systems.
· Recommend improvements to accounting processes and workflows.
· Support technology initiatives that improve financial reporting and operational efficiency.
EDUCATION, SKILLS, AND QUALIFICATIONS:
· Bachelor's degree in Accounting, Finance, or a related field.
· Chartered Professional Accountant (CPA) designation is required.
· Minimum of five years of progressive accounting and financial management experience.
· Experience supervising finance staff.
· Experience preparing audited financial statements.
· Experience working with government or Indigenous funding agreements is considered a strong asset.
· Experience with ERP and payroll systems is preferred.
· Strong knowledge of accounting principles and financial reporting.
· Advanced Microsoft Excel skills.
· Experience with accounting and payroll software.
· Strong analytical, organizational, and problem-solving skills.
· Excellent verbal and written communication skills.
· Ability to maintain strict confidentiality.
· Ability to manage multiple priorities and meet deadlines.
· Strong leadership and team-building skills.
EMPLOYMENT CONDITIONS:
· Successful completion of a Criminal Record Check.
· Valid Class 5 Driver's Licence.
· Reliable transportation.
· Legally entitled to work in Canada.
WORKING CONDITIONS
· Shift Pattern: Full Time
· Office-based environment with extended periods of computer work.
· Frequent interaction with staff, management, funding agencies, and external auditors.
· Occasional evening meetings may be required.
· Occasional travel may be required.
