Guided by the vision of being a connected, welcoming, and opportunity-focused community, Clyde is seeking an energetic, collaborative, and forward-thinking Chief Administrative Officer (CAO) to lead the organization into its next chapter.
The Opportunity
Under the direction of the Chief Administrative Officer (CAO), the Finance Assistant is responsible for providing financial and administrative support to the Village of Clyde. The position assists with accounts payable, accounts receivable, payroll, taxation, utility billing, financial reporting, records management, and customer service functions. The Finance Assistant works collaboratively with administration, Council, residents, and external stakeholders to support the efficient delivery of municipal services and maintain accurate financial records.
Key Responsibilities
Financial Administration
· Processes accounts payable and accounts receivable transactions.
· Administers property taxation, utility billing, and customer account maintenance.
· Assists in the preparation and monitoring of annual operating and capital budgets.
· Supports monthly, quarterly, and annual financial reporting activities.
· Prepares payroll and related statutory remittances in accordance with applicable legislation.
· Assists with bank reconciliations, investments, and cash management activities.
· Supports grant tracking, reporting, and audit preparation.
· Maintains financial records and ensures compliance with established policies and procedures.
· Assists in maintaining effective internal financial controls.
Administrative Support
- Provides reception and front-counter customer service to residents, contractors, and stakeholders.
· Responds to routine inquiries regarding municipal services, taxation, utility accounts, and general administration.
· Assists with records management, filing, document retention, and electronic recordkeeping.
· Supports preparation of correspondence, reports, notices, and administrative documents.
· Assists with maintaining municipal databases and information systems.
Council & Legislative Support
- Assists with the preparation and distribution of Council and Committee meeting materials.
· Serves as recording secretary for meetings as assigned.
· Assists with filing and archiving official municipal records and documents.
· Supports administrative tracking of bylaws, policies, resolutions, and correspondence.
Human Resources & Payroll Support
· Assists with employee onboarding documentation and personnel file maintenance.
· Supports payroll administration and benefit enrollment processes.
· Assists with employee training records, certifications, and administrative HR functions.
· Maintains confidentiality of employee and organizational information.
Planning & Development Administration
· Provides administrative support related to development permits and planning inquiries.
· Assists with posting notices and maintaining development-related records.
· Provides general information to residents regarding application processes and municipal requirements.
Other Duties
· Provides administrative support for special projects and initiatives as assigned by the CAO.
· Assists with emergency management administration and documentation as required.
· Performs other related duties as assigned to support municipal operations.

Key Competencies
Education & Training
· Post-secondary education in accounting, finance, business administration, or a related field preferred.
· Payroll certification or municipal finance training would be considered an asset.
Experience & Skills
· Experience in bookkeeping, accounting, payroll, or financial administration.
· Municipal government experience is considered an asset.
· Knowledge of accounting principles and financial reporting practices.
· Proficiency in accounting software, Microsoft Office Suite, and municipal software systems.
· Strong attention to detail and accuracy.
· Excellent organizational, communication, and customer service skills.
· Ability to maintain confidential information with professionalism and discretion.
· Ability to work independently and manage multiple priorities.
Working Conditions
· Office environment, Monday to Friday (.8 FTE hours as defined by the CAO).
· Occasional evening attendance may be required for Council meetings or training sessions.
· Limited travel may be required for training and professional development.
Pay: $24.00-$28.00 per hour
Expected hours: 30.0 – 37.5 per week
