The Children & Youth Services Divisional Manager provides strategic leadership and operational oversight for the Children & Youth Division, ensuring the effective planning, delivery, and evaluation of high-quality recreational, educational, and developmental programs for children and youth ages 6-29. Oversees divisional operations, including budget management, funding and revenue development, staff supervision, and program performance, directly and through supervisory staff. Ensures all programs, services, and operational practices are delivered in alignment with the agency's mission, strategic priorities, Board-approved policies, legislative requirements, and organizational standards.
This is a current vacant full-time position.
Essential Duties and Responsibilities:
Program Leadership & Oversight
- Provide strategic leadership for Children & Youth (ages 6-29) and licensed childcare programs, including planning, implementation, evaluation, and continuous improvement.
- Ensure alignment with agency mission, strategic priorities, and community needs.
- Identify service gaps and improve program quality and effectiveness.
Staff Support & Supervision
- Supervise, coach, and support Program Coordinators in daily operations and program delivery.
- Support staff with participant needs, crisis situations, and behavioural challenges.
- Facilitate team meetings and promote a positive, accountable work culture.
Community & Participant Relations
- Build and maintain relationships with schools, partners, funders, and community agencies.
- Respond to concerns from families and partners.
- Advocate for children, youth, and families and represent the agency in the community.
Program Quality & Compliance
- Ensure compliance with legislation, licensing, funder requirements, and agency policies.
- Support continuous quality improvement through evaluation and feedback.
Financial Management
- Develop and monitor budgets and expenditures.
- Support funding proposals, grants, and revenue development.
- Maintain relationships with funders.
Human Resources
- Lead recruitment, onboarding, training, and performance management.
- Support staff development, performance issues, and succession planning.
Reporting
- Prepare Board, funder, and management reports.
- Track program outcomes and key performance indicators.
Strategic Leadership
- Contribute to organizational planning, policy development, and senior leadership discussions.
- Advocate for Children & Youth programs across sectors and government.
Marketing & Community Engagement
- Promote programs through outreach and partnerships.
- Represent the agency at community tables and events.
Organizational Participation
- Participate in committees, agency initiatives, and events (AGM, fundraising, United Way).
- Support cross-department collaboration and additional duties as assigned.
- Carries out all other duties as assigned.
Supervisory Responsibilities:
Provides leadership and oversight to Program Coordinators responsible for supervising approximately 50–60 staff across the Children & Youth Services Division, including BGC and Playcare programs. Accountable for the overall direction, coordination, and evaluation of assigned units. Carries out supervisory responsibilities in alignment with organizational policies and applicable legislation, including recruitment, hiring, onboarding, and staff development; work planning, assignment, and performance management; recognition and corrective action; and the effective resolution of staff concerns, complaints, and operational issues.
Qualifications:
Education: Completion of a three-year post-secondary diploma in Child and Youth Care, Early Childhood Education, Social Services, or a related field from a recognized college or institution.
Experience: In addition to demonstrating full mastery of the technical role, has been exposed to administrative/managerial functions. This will normally occur after five years of progressively responsible and related experience.
Skills:
- Strong analytical, critical thinking, and problem-solving skills, with the ability to interpret policies, regulations, and complex information.
- Excellent written and verbal communication skills, including report writing, presentations, and stakeholder engagement.
- Demonstrated ability to develop, manage, and monitor budgets, and interpret financial reports to support decision-making.
- Proven ability to manage multiple priorities, adapt to changing environments, and exercise sound judgment.
- Proficiency in Microsoft Office 365 and other technology used for program management, reporting, and communication.
- Valid Ontario Class G and F Driver's License preferred.
Work Schedule:
Monday through Friday. Typically, 40 hours per week. Occasional weekends, evenings and additional hours may be required as per program requirements (Lieu time will be provided for additional hours worked).
