Job Summary
The Utilities Engineer will provide technical coordination and engineering support for utility infrastructure associated with capital, state-of-good-repair, and expansion projects. The role involves coordinating utility relocations, reviewing engineering designs, supporting approvals and agreements, liaising with utility owners and regulatory agencies, and ensuring projects are delivered safely, efficiently, and in compliance with applicable standards and regulations.
Key Responsibilities
- Coordinate temporary and permanent utility relocations and installations impacting infrastructure projects.
- Review utility engineering drawings, design submissions, and technical documentation.
- Ensure compliance with applicable legislation, utility owner requirements, engineering standards, and organizational design standards.
- Coordinate with municipalities, utility companies, consultants, contractors, and regulatory agencies.
- Prepare and track utility applications, permits, approvals, and design packages.
- Participate in technical coordination meetings and maintain meeting minutes, action logs, and documentation.
- Support the preparation and administration of utility-related agreements, including:
o Coordination Agreements
o Offers to Connect (OTCs)
o Cost-sharing Agreements
o Non-Disclosure Agreements (NDAs)
- Assist in negotiations with third-party utility owners.
- Support construction teams by reviewing contractor submittals, RFIs, and utility-related contract changes.
- Resolve utility coordination issues during construction.
- Maintain utility records, stakeholder databases, and coordination trackers.
- Support Ontario One Call (ON1Call) obligations.
- Participate in external utility coordination committees and stakeholder meetings.
- Prepare utility coordination reports and project status updates.
Education
- University Degree or College Diploma in:
o Civil Engineering
o Municipal Engineering
o or a related discipline
OR
- An equivalent combination of education and relevant experience.
Experience
- 4–5 years of experience in civil engineering, municipal infrastructure, or utility engineering.
- Experience reviewing utility engineering designs and technical submissions.
- Experience coordinating with multiple internal and external stakeholders.
- Experience supporting utility relocations, installations, approvals, and infrastructure projects.
- Understanding of project management principles, including cost and schedule management.
- Knowledge of underground utility infrastructure and civil engineering principles.
- Working knowledge of Ontario municipal and utility regulatory frameworks.

Mandatory Requirements
Candidates must possess:
- University Degree or College Diploma in Civil Engineering, Municipal Engineering, or a related discipline (or equivalent experience).
- Minimum 4–5 years of relevant experience in civil engineering, municipal infrastructure, or utility engineering.
- Knowledge of underground utility engineering principles.
- Working knowledge of Ontario municipal and utility regulations.
- Experience reviewing utility engineering drawings and submissions.
- Valid Ontario Class G Driver's Licence and access to a vehicle.
- Ability to obtain TTC-required safety and operating certifications.
- Knowledge of, or ability to quickly acquire, TTC accessibility obligations and the Ontario Human Rights Code.
- One of the following professional designations (mandatory):
o Professional Engineer (P.Eng.) licensed by Professional Engineers Ontario (PEO); OR
o Engineer-in-Training (EIT) certified by Professional Engineers Ontario (PEO); OR
o Civil Engineering Technologist (CET) certified by OACETT.
Note: A valid P.Eng. designation satisfies the professional designation requirement and is accepted in lieu of an EIT or CET certification. Proof of the applicable designation must be submitted as part of the proposal.
Preferred Qualifications
- Project Management Professional (PMP) designation.
- Experience working with public agencies, municipalities, utility companies, or large infrastructure projects.
- Experience supporting transit or transportation infrastructure projects.
Pay: $60.00-$90.00 per hour
Licence/Certification:
- P.Eng (Professional Engineers Ontario) (preferred)
- Engineer-In-Training certified by (PEO) (preferred)
- Civil Engineering Technologist (OACETT) (preferred)
Work Location: Hybrid remote in Toronto, ON (Toronto District)
