Carefirst Seniors & Community Services Association is a non-profit charitable community services agency established since 1976. Our spectrum of services has grown from the delivery of Chinese meals-on-wheels service to a full range of community support services, covering the whole Greater Toronto Area.
With a staff of more than 550 members (including full-time and part-time staff) and the help of a pool of 850 active volunteers, we serve over 15,000 clients a year, including seniors, adults, youth with physical, social, emotional and health challenges. 3,000 of whom are “home-bound” and frail.
We are currently seeking a new position of Quality Improvement Decision Support Specialist (QIDSS) at our IT team.
Terms: Full Time Permanent
Location: 300 Silver Star Blvd.
Pay range: $70,000 – $80,000 annually
Essential Duties and Responsibilities:

Gather, clean/review, and analyze data from EMR, operational, and administrative systems to support quality improvement, program planning, clinical and leadership decision-making

Develop reports, dashboards, and data visualizations that translate raw data into clear insights for clinical and non-technical audiences

Work with leadership, interprofessional teams, and Carefirst’s system partners to define data needs, identify gaps, and establish indicators for program monitoring and outcome measurement

Support the exploration, evaluation, and piloting of AI tools and projects that improve office operations — including documentation, meeting support, knowledge management, and internal communications

Support AI-enabled program development by helping program teams identify how AI can enhance program design, delivery, and client experience

Collaborate with program managers and external vendors to test and implement AI solutions safely, effectively, and in alignment with organizational priorities

Maintain clear documentation of data processes, analyses, AI pilots, and project outcomes

Apply strong understanding of Personal Health Information (PHI), PHIPA, and confidentiality principles to all aspects of work

Other duties and projects as assigned.
Qualifications & Job Requirement:

Post-secondary degree or diploma in Data Science, Health Informatics, Data Analytics, Statistics, Epidemiology, Information Technology, Computer Science, or a related discipline

Minimum of two (2) years of relevant experience in data analysis, artificial intelligence, health informatics, or a similar role; experience in primary care, population health, or community services is an asset

Demonstrated experience in data quality for quality improvement, clinical information management best practices

Strong data analysis skills, including comfort working with structured data, writing queries, and building reports and dashboards

Working knowledge of tools such as Excel (advanced), SQL, Power BI, Tableau, or equivalent reporting platforms

Experience with EMR-based reporting (e.g., TELUS PS Suite or equivalent Ontario EMR environments) is an asset.

Working knowledge of AI fundamentals, including core concepts in machine learning and data science (supervised vs. unsupervised learning, training vs. inference, model evaluation, and the limitations and risks of AI)

Hands-on experience using general-purpose AI assistants (e.g., Claude, ChatGPT, Microsoft Copilot) for drafting, summarizing, research, and analysis, with practical understanding of effective prompting and review of AI-generated output

Familiarity with AI project tools such as Claude Code (for scripting and automation), Synthesia (AI video), and Wix or similar AI-assisted web platforms is an asset

Solid understanding of PHI, PHIPA, and confidentiality obligations in healthcare settings

Strong analytical and problem-solving skills with attention to detail

Proficiency in English (Cantonese and Mandarin are assets)

Current police vulnerable sector check completed within one year
