WEM is looking for a Regional Manager for the Parkland region who will coordinate the activities within the Parkland region, including Workplace, Apprenticeship, WEM Centre, and pre‑employment. The general purpose of coordination is to increase Skills for Success awareness, engage partners, determine Skills for Success needs, and manage the projects with a focus on meeting the pre‑determined Skills for Success objectives.

- Ability to travel Parkland Manitoba as part of the project requirement.
Responsibilities:
- Be a positive and informed representative of WEM.
- Understand and be able to represent WEM Skill check and training responses.
- Knowledge and understanding of Adult Learning principles with ability to support deliveries by incorporating this knowledge.
- Build partnerships with workplaces, non‑profits, and government representatives with the goal of building Skills for Success awareness and responses.
- Ability to support ideas for customized Skills for Success deliveries – based on knowledge of past successes and available content, both assessment and training delivery.
- Identify, develop and coordinate agreed upon and WEM approved Skills for Success projects for the region.
- Initiate, build and maintain partnerships within the region to support these projects.
- Develop project plans in partnership and agreement of Director of Operations, Southern Manitoba including evaluation strategy, learning objectives and partnerships.
- Manage activities, coordinate service providers, and perform required administrative duties.
- Follow up with individuals and partners before, throughout and following any projects to ensure needs and outcomes are met.
- Reporting on projects and activities to provide ability for WEM to report activities and outcomes to funder.
- Be an active member of the WEM team to bring forward ideas for Skills for Success responses, need or future activities.
- Administrative tasks to support this process as needed.
- Other duties as assigned.
This role supports the activity and partnerships within Workplace and pre-employment.

The goal of Workplace Skills for Success responses is to provide supports to workplaces and existing workers to improve team and individual performance at work. There will also be a need to understand the workplace’s general needs, including hiring, retention, downsizing. As a result, other Skills for Success responses could be developed to support these workplace needs.
- The goal of pre‑employment Skills for Success responses is to provide learning opportunities to individuals that are wanting to move towards employment. The continuum of readiness for work is broad and WEM provides Skills for Success programming to defined Skills for Success levels (Skills for Success level 2 and above) towards employment. Programming can be from longer term, up to 3–6 months, to one workshop. A large part of the role is to engage partners, government referrers and/or non‑profits, where WEM can provide Skills for Success responses to support the referred individuals.
- The goal of work with pre‑apprentices, apprentices and Trades qualifiers is to provide Skills for Success responses that allow individuals to be prepared for the next step, whether it be acceptance into Apprenticeship, attainment of a level or of the certification. These programs are typically within our WEM drop‑in services but can be isolated deliveries to support a group of learners.
The Regional Manager is responsible for the management of the specified area(s) of activity within the region. The more specific activities include but are not inclusive to:
Promote Skills for Success
- Develop regional partnerships.
- Build awareness of Skills for Success through presentations, meetings and conversations.
- Identify regional training issues and priorities.
- Engage partners, where appropriate, in Skills for Success responses.
Project Management and Development
- Needs assessment.
- Determination with partner of Skills for Success learning objectives, activities, timelines, estimated timelines and evaluation strategy.
- Selection and contracting with appropriate Service Provider.
- Good understanding of project and its progression.
- Ongoing partner (Internal and External) communication and project support as needed to ensure successful project outcomes.
- Management and monitoring of project activities and timelines.
- Final evaluation, and reporting.
Service Provider Development
- Recruit and mentor Service Providers.
- Participate in Service Provider Development activities/sessions, if appropriate.
- Share information.
Type: Full Time (37.5 hrs per week)
Location: Dauphin, Manitoba
Periodic travel is required for project support, and applicants must have access to a personal vehicle.
