Position Summary
The Manager of Healthy Families provides strategic and operational leadership to a multidisciplinary team delivering public health programs that promote healthy child development and family well being across the region. Serving staff, community partners, and families, the role ensures programs comply with the Ontario Public Health Standards, the Healthy Babies Healthy Children (HBHC) Guidance Document, and all relevant legislation. The Manager drives program quality, staff development, and equitable service delivery by fostering a culture of continuous improvement, collaboration, and transparency. Through strong partnerships, community engagement, and data-informed decision-making, the role advances positive health outcomes for children, parents, and caregivers.

- Ensure effective operational management, including policy development, budgeting, and efficient use of resources.
Core Responsibilities
- Lead planning, implementation, and evaluation of Healthy Families programs aligned with OPHS and HBHC requirements.
- Supervise, mentor, and support staff to ensure high performance, professional growth, and adherence to policies.
- Oversee departmental budgeting, financial monitoring, and compliance with financial guidelines.
- Develop and implement departmental policies, procedures, and continuous quality improvement processes.
- Provide leadership on community committees, partnership groups, and interagency tables.
- Serve as liaison to local, regional, and provincial partners on matters related to Healthy Families programming.
- Guide staff in planning, delivering, and evaluating public health interventions.
- Prepare management level communication materials, reports, and briefing notes.
- Respond to community inquiries and support media engagement related to Healthy Families initiatives.
- Promote an equity focused approach in program planning, service delivery, and community engagement.
- Coordinate and ensure delivery of accurate, timely, and high quality service to external partners and the public.
- Identify emerging needs, opportunities, and trends to inform program enhancements and strategic planning and to enhance program delivery
Qualifications
Required
- A Bachelor’s degree in a relevant professional discipline (Public Health, Nursing, Social Science, Health Education, or Health Promotion)
- Current registration with the appropriate professional regulatory body in Ontario required
Preferred
- A Master’s degree in a relevant professional discipline considered an asset
- 3-5 years management experience preferred
- IMS 100 & IMS 200 Certification an asset
- Indigenous Cultural Safety Training an asset
Other Requirements
- Demonstrated experience in managing a diverse group of unionized professional and paraprofessional staff.
- Comprehensive knowledge of Public Health and various related Acts/codes/standards.
- Demonstrated ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
- Demonstrated excellence in interpersonal, organizational, and time management skills.
- Proficiency with Microsoft 365, collaboration tools, and emerging technologies, including AI-enabled tools

Supervises: Public Health Nurses, Social Worker, Family Home Visitors, Health Promotion Speicalists, Clerks
Hours of Work: 8:30am – 5:00pm with occasional evenings and weekends
Work Environment: Office, hybrid may be offered, community
Travel: Minimal – within city

Wage Grid: $56.34 - $62.61 hourly
All WECHU staff are required to show proof of immunity to measles, mumps, rubella and varicella through immunization records or blood work AND provide a two-step Mantoux tuberculin skin test or one-step Interferon Gamma Release Assay test PRIOR to employment start.
A Criminal Record and Judicial Matters Check (CRJMC) or a Vulnerable Sector Check (VSC) will be required as a condition of employment.
This position includes the option of hybrid work, whereby employees may be able to work remotely or from the office, based on departmental needs, job duties and personal work preferences. The successful candidate must reside within the province of Ontario and must be available to attend the office upon request.
