Position Overview

Reporting to the Chief Financial Officer and VP Facilities, the Director, Finance Services is responsible for overseeing all accounting operations, payroll, external financial reporting, cash management and banking services within the organization.
The position also oversees the hospital’s capital asset planning and management program, which informs the long term treasury plan and provides visibility over the funding requirements for building infrastructure, medical equipment and biomed assets.
Where applicable, the position will adopt and follow health system standards and best practices in accordance with the Ministry of Health and Long-Term Care (MOHLTC)

Key Responsibilities:

CONTROLLERSHIP:

Manage and supervise the hospital’s accounting department, including accounts payable, accounts receivable, payroll, and general ledger functions;
Prepare monthly, quarterly, and annual financial statements in accordance with Canadian GAAP and OHA regulations;
Coordinate annual audits with external auditors and address any findings or recommendations;
Ensure timely and accurate reporting to senior leadership, government agencies, and funding partners;
Jointly oversee cash flow management, investment of hospital funds, and reconciliation of bank accounts;
Maintain up-to-date knowledge of hospital funding models, regulatory changes, and best practices in Ontario healthcare finance;
Support the implementation of financial systems and process improvements to enhance efficiency and internal controls;
Manage the optimization of the EPIC revenue modules, ensuring accurate revenue recognition and reporting;
Identify opportunities for process efficiencies and disciplined internal control practices within the finance department and lead initiatives to enhance efficiency and effectiveness of critical functions including payment and approval processes;
Support the future implementation of a new financial ERP system and the continuous improvement of processes between Finance and Procurement / Materials Management;
Stay updated and provide benchmarking for senior leadership on industry trends and best practices, particularly within the hospital sector, and apply relevant knowledge to improve organizational financial management;
Reporting and Compliance: Develop new reporting capabilities within the current ERP system to provide senior management and the Board of Directors with greater visibility and insight into the finances of the organization. Lead implementation of consultant recommendations related to improving financial controls and processes. Prepare and present regular reports to senior management and the Planning and Finance Committee of the Board of Directors;
Support the CFO in being an effective partner and liaison officer with HGH’s partners such as the HGH Foundation, CHEO Asset Management; EORLA; Atlas Alliance and others. Support the Business Development function in creating new partnerships across HGH’s catchment area and contributing to the organization’s Vision within the rural hospital setting.

ASSET MANAGEMENT:

Establish and maintain a comprehensive capital asset planning tool and knowledge base, including infrastructure assets in three owned facilities and other satellite sites; Bio Med assets and related service agreements; and strategic assets currently under development by HGH;
Develop, implement and maintain a long-term capital expenditure planning tool to support strategic financial planning;
HIRF Funding Management: Manage the application and reporting process for HIRF (Hospital Infrastructure Renewal Fund) funding, ensuring timely submissions and compliance with funding requirements;
Collaborate with relevant departments to gather necessary data and support funding applications, including in particular the Facilities Management Director to ensure HIRF funding is maximized to reflect the current age and condition of infrastructure assets;
Participate as a member of the Capital Asset Procurement committee;
Team Leadership and Collaboration: Provide leadership and guidance to project teams and other finance staff involved in special projects;
Foster a collaborative working environment, encouraging cross-departmental cooperation and knowledge sharing.

Criminal Check

As a pre-condition of employment:

All new HGH employees will be required to obtain and provide a satisfactory Police Records Check dated within six (6) months from the date of issue.

What we are looking for

Chartered Professional Accountant (CPA) designation required.
Bachelor’s degree in accounting, finance, or related field; master’s degree an asset.
Minimum ten years of progressive accounting experience.
Strong understanding of Canadian public sector accounting standards and healthcare funding mechanisms.
Excellent leadership, communication, and interpersonal skills.
Proficiency with financial management software and Microsoft Office Suite.
Experience within the Ontario health care system would be an asset.
